I <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 15, 2003 <br />Subject <br />San Mateo County's Draft 2003 Congestion Management Program <br />Recommendation <br />Review and comment on C /CAG's Draft 2003 Congestion Management Program. <br />Background <br />Staff has reviewed the City /County Association of Governments (C /CAG) of San Mateo <br />County's Draft Congestion Management Program (CMP) for 2003, a copy of which is <br />available for review at the City Clerk's office. State legislation requires urban counties to <br />develop, adopt, and biennially update a CMP. The stated purpose of CMPs is to develop a <br />procedure to alleviate or control anticipated increases in roadway congestion and to ensure <br />that government agencies join with transit districts, business, private and environmental <br />interests to develop and implement comprehensive strategies needed to develop <br />appropriate responses to transportation needs. <br />The following summary highlights the changes C /CAG includes in the Draft 2003 CMP: <br />The Pedestrian and Bicycle Improvement performance measure will be increased to <br />encourage more incorporation of pedestrian and bicycle travel in new transportation <br />improvement projects. <br />A comprehensive list of the transportation demand management (TDM) programs <br />offered through the Peninsula Traffic Congestion Relief Alliance, in response to trip <br />reduction requirements under Measure A, is provided. <br />San Francisco International Airport's transportation system management (TSM) <br />program, required as part of the mitigation measures to reduce the significant <br />transportation impacts of the airport's master plan expansion, is described in detail. <br />Under "Current Deficiencies," four of the 53 CMP Roadway System segments are in <br />violation of the level of service (LOS) standards (one of the CMP's Performance <br />Measures), with none in immediate proximity to Redwood City. However, five <br />roadway segments that violated the LOS standard in 2001 were found not to be in <br />violation in 2003, including two segments of State Route (SR) 84 immediately <br />bordering Redwood City: Woodside Road from 1 -280 to Alameda de [as Pulgas, <br />and the Bayfront Expressway from US 101 to Willow Street. The draft states that <br />"the observed decrease in traffic volumes due to the economic downturn may have <br />contributed to the improved levels of service at these locations." <br />-1- <br />
