6.[3-2 <br />➢ To address these and future deficiencies, the C /CAG Board approved the <br />Countywide Congestion Relief Plan, a countywide deficiency plan that will relieve all <br />jurisdictions in the county from having to develop and implement individual deficiency <br />plans for LOS changes. An executive summary of this Plan is provided, outlining the <br />following elerrents that are intended to make a measurable impact on current <br />congestion and Slow the pace of future congestion: <br />1. Expand the Countywide Employer -Based Shuttle Program <br />2. Create a network of Local Transportation Services <br />3. Expand the Provision of Countywide TDM Program <br />4. Creation of a Countywide "Try Transit" Campaign <br />5. Develop a Countywide Intelligent Transportation Study and Plan <br />6. Develop a countywide Ramp Metering Study and Plan for U.S. 101 Corridor <br />Expansion of the Transit - Oriented Development Program <br />The cities and the County will be assessed a total of $1.3 million annually for the four -year <br />period of the Plan, starting July 1, 2002, with each jurisdiction's share of the cost based on <br />its percent of automobile trips generated and attracted Countywide. <br />Staff has submitted a written comment on the Draft CMP to C /CAG, as shown on the <br />attached letter. In summary, staff suggests establishing a "clearinghouse" of the valuable <br />information and useful data that many cities in the county are collecting through their <br />operations of local shuttle services. The clearinghouse should be accessible to public <br />officials of all C /CAG jurisdictions, to share that information readily, to use to explore and <br />make informed decisions about implementing such services. <br />Because C /CAG's deadline for written comments on the Draft CMP was November 21, staff <br />proceeded with timely submittal of the attached comment letter. The C /CAG public hearing <br />to consider adoption of the final CMP is scheduled for January 8, 2004. Staff will arrange to <br />submit any comments from the City Council on the Draft CMP for consideration at the <br />C /CAG hearing. <br />Fiscal Impact <br />None. <br />Richard K.
