(650) 780.7380 <br />Fax (650) 780 -7309 <br />RE: REVIEW OF DRAFT 2003 CONGESTION MANAGEMENT PROGRAM (CMP) <br />Dear Ms. Wong: <br />City of Redwood City staff has reviewed the City /County Association of Governments (C /CAG) <br />of San Mateo County's Draft Congestion Management Program (CMP) for 2003, and would like <br />to provide the following comment. <br />Many cities in the county are operating or subsidizing various shuttle services, thereby obtaining <br />valuable experience and collecting useful data on the operation of such services. <br />Unfortunately, this important information, whether positive or negative regarding the costs and <br />benefits of such service (within its local setting), is not readily shared or available to other <br />jurisdictions to use to explore and make informed decisions about implementing such services. <br />We suggest that a "clearinghouse" of information on local shuttle service experiences in the <br />county, accessible to public officials of all C /CAG jurisdictions, should be established to share <br />that information easily. The clearinghouse would contribute to two elements of the County <br />Congestion Relief Plan (Deficiency Plan), "Expand the Countywide Employer -Based Shuttle <br />Program," and "Create a network of Local Transportation Services." Perhaps the clearinghouse <br />could be developed, maintained, and /or hosted by the Peninsula Traffic Congestion Relief <br />Alliance, which currently manages many of the employer -based shuttle programs. <br />Staff expects to present a report on the Draft 2003 CMP to the City Council sometime prior to <br />the C /CAG public hearing on its adoption scheduled for January 8, 2004.
