07/09/2012 <br />ORIGINAL <br />RESOLUTION NO. 15207 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />SUPPORTING THE US 101 — WOODSIDE ROAD (STATE ROUTE 84) <br />INTERCHANGE PROJECT AND SUBMITTING AN APPLICATION FOR <br />MEASURE A HIGHWAY PROGRAM FUNDING FOR THE US 101 — <br />WOODSIDE ROAD (STATE ROUTE 84) INTERCHANGE PROJECT AND <br />STATING THE ASSURANCE TO COMPLETE THE US 101 — WOODSIDE <br />ROAD (STATE ROUTE 84) INTERCHANGE PROJECT <br />WHEREAS, The City of Redwood City (herein referred to as "City") is submitting an <br />application to the San Mateo County Transportation Authority (TA) for $8,910,000 in funding <br />from the San Mateo County Measure A Highway Program for the environmental and design <br />phases of the US 101 - Woodside Road (State Route 84) Interchange Project (herein referred to <br />as PROJECT); and <br />WHEREAS, the US 101 — Woodside Road (State Route 84) interchange and <br />surrounding intersections regularly exceed their capacity, causing queuing onto the freeway and <br />on local streets; are challenging to navigate for people who walk or ride a bicycle along <br />Woodside Road; and generally do not meet the operational and safety needs of the City of <br />Redwood City, and <br />WHEREAS, design alternatives may consider severing the connection between <br />Veterans Boulevard and Woodside Road, and <br />WHEREAS, the PROJECT is proposed to address the recurring congestion and <br />operational and safety deficiencies, and <br />WHEREAS, it will cost $9,900,000 to implement the PROJECT, and <br />WHEREAS, the City wishes to sponsor the implementation of the PROJECT, and <br />WHEREAS, the City seeks $8,910,000 for the PROJECT, and <br />WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot <br />measure to allow the collection and distribution by the San Mateo County Transportation <br />Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the <br />tax revenues to be used for highway and transit improvements pursuant to the Transportation <br />Expenditure Plan presented to the voters (Original Measure A); and <br />WHEREAS, on November 2, 2004, the voters of San Mateo County approved the <br />continuation of the collection and distribution by the TA the half -cent transactions and use tax <br />for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning <br />January 1, 2009 (New Measure A); and <br />WHEREAS, the TA issued a Call for Projects for the Measure A Highway Program funds <br />ATTY/RESO.2259/SURFACE TRANSPORTATION PROGRAM US 101 WOODSIDE RD (STATE ROUTE 84) RESO. # 15207 <br />REV:06-19-12 VR MUFF # 701 <br />Page 1 of 2 <br />
