Section 1 - General Requirements <br /> Purpose <br /> Contractor shall develop, design, and construct a vessel based on these specifications for and <br /> one (1) 36 foot fire vessel for Waterside MDA—IED/CBRNE PPR&R Enhancements for the <br /> Redwood City Fire Department. The vessel is intended to provide firefighting, rescue, and <br /> emergency service operations capabilities. The vessel is to meet or exceed the following <br /> Standards: NFPA 1925 for pumping, OSHA Db rating, USCG CFR 46, USCG interior flame <br /> retardant rating, American Boating and Yachting Council and the American Bureau of <br /> Shipping Welding Standards. <br /> 1.0 Scope of Work: <br /> 1.01 The intent of these specifications is to acquire a vessel (fireboat) to provide fire fighting <br /> and emergency medical service delivery. A crew of four fire fighters will operate the <br /> fireboat at any given time. It is required that speed be achieved at 90% of the engine's rated <br /> horsepower, as described in Section 3, Specifications. <br /> 1.02 Aluminum construction is specified to minimize fireboat weight and reduce hull <br /> maintenance requirements. A twin engine, marine diesel propulsion system with reverse gear <br /> and water jets is recommended. Fire pumps providing up to 4000 GPM capacity at 150 psi <br /> are requested. The fire pumps will discharge to 4 monitors (at least one remotely controlled), <br /> 2"-3" outlets and one 5" stortz outlet1.03 The fireboat is required to have a heated and air- <br /> conditioned cabin/pilothouse to contain the steering station and a bench seat that will also <br /> serve as a Berth for an injured person. Stowage space shall be provided for firefighting <br /> equipment, emergency medical equipment, insulated water jug, a marine sanitation device <br /> with holding tank and pump-out connections, and other equipment defined in these <br /> specifications. <br /> 1.03.1 Contractor shall furnish and install all electronics as specified in Section 3. The <br /> contractor is required to provide power, electrical panels, and circuit breakers for these <br /> systems. <br /> 1.03.2 The manufacturer to whom this bid is awarded must construct the fiNeboat desc�ibed <br /> in this specifzcation in its entirety. Third party, or sub-contracting, of fabNication is <br /> unacceptable. Bids failing to meet this requiNement will be considered nonresponsive and <br /> will be rejected. <br /> 1.03.3 These specifications shall be interpreted as the minimum acceptable. While a <br /> specification, in some cases, describes a specific manufacturer or model number which has <br /> been determined as acceptable and suited to the Redwood City Fire Department's needs, it is <br /> not intended to eliminate from consideration any comparable equipment of equal <br /> performance, quality, and value that a manufacturer may have available. Bids must be <br /> prepared considering these specifications. Upon project award to the successful respondent, <br /> RCPD may determine "Approved Equals" or"Approved Alternatives" during the <br /> Submittal/Approval Process as specified in Section 2. <br /> 1.1 Inspection: <br /> 1.1.1 All items delivered under this project shall be subject to inspection by the Redwood <br /> City Fire Department. Acceptance thereof will be contingent upon the materials passing such <br /> inspection. The Redwood City Fire Department will utilize the services of a certified marine <br /> surveyor to inspect/ensure structural, machinery, and safety compliance with ABS standards <br /> 2 <br />
