For vessels under <br /> 50' overall length, the scale of arrangement and hull drawings shall not be less than 1/2 "_ <br /> 1'. The scale of control console and electronics equipment arrangement shall not be less than <br /> 1"= 1'. Approval of these drawings does not relieve the contractor of responsibility for <br /> satisfying the performance requirements contained in these specifications. <br /> 2.5 Invoices/Payment: <br /> 2.5.1 The contractor shall, at the end of each month, prepare an estimate in writing to the <br /> total amount of work done, in place to date, and the value thereof based on the contract total <br /> cost and submit such detail to the Redwood City Fire Department. <br /> 2.5.2 This project is being funded by FEMA/DHS Federal Port Security Grant Funds. Upon <br /> receipt of invoice by the Redwood City Fire Department, the approved invoice will be <br /> submitted to the FEMA/DHS for payment of invoice amount to the Redwood City Fire <br /> Department. Upon distribution of funding from FEMA/DHS to the Redwood City Fire <br /> Department, the Redwood City Fire Department will remit payment for the approved invoice <br /> to the contractor via check. Contractor needs to note that reimbursement from FEMA/DHS <br /> to the Redwood City Fire Department can take between 30-60 days, if not longer. Payment <br /> to contractor is solely based on receipt of funds from FEMA/DHS to the Redwood City Fire <br /> Department. <br /> 2.5.3 The Redwood City Fire Department shall retain ten percent (10%) of such estimated <br /> value of invoices as part security for the fulfillment of the contract and shall pay monthly to <br /> the contractor the remaining ninety percent (90%) after deducting there from all previous <br /> payments and all sums to be kept or retained under the provisions of the contract. <br /> 2.6 Audit Provision: <br /> 2.61 The project recipient(Redwood City Fire Department), the Federal awarding agency, <br /> the Comptroller General of the United States, or any of their duly authorized representatives, <br /> shall have access to any books, documents, papers, and records of the contractor which are <br /> directly pertinent to a specific program for the purpose of making audits, examinations, <br /> excerpts, and transcriptions. <br /> Section 3 - Specifications <br /> 3.0 HulUStructure: <br /> 3.0.1 The Firestorm 36 shall be of standard design(full deck) with lighted steps at the <br /> transom, controlled from the pilot house, leading to a platform rated at 2500 lbs. <br /> 3.0.2 It is required that all hull material be 5083 series marine aluminum for salt water use, <br /> and meet the requirements USCG ASTM standard specification B928. Structural shapes shall <br /> be 6061 marine aluminum alloys and wheelhouse and internal shapes are 5052 marine grade. <br /> All construction is to be welded in accordance with ABS standards and performed by <br /> certified welders. <br /> 3.0.3 It is required that bottom plating be a minimum thickness of 1/4-inch. Side and transom <br /> plating shall have a minimum 3/16-inch thickness. Deck and bulkhead plating shall have a <br /> minimum 3/16-inch thickness. It is required that all hull surfaces be smooth and fair. <br /> 3.0.4L.O.A39ftto40ft <br /> 3.0.5 B.O.A 13ft to 14ft <br /> 3.0.6 Hull dead-rise angle: at least fifteen(18) degrees at the transom. <br /> 3.0.7 Navigational draft 22 inches. <br /> 3.0.8 It is required that the hull design be a commercially available proven design with over <br /> ten vessels in service within the last five years of similar complexity.
