He also noted that the Redevelopment Agency (RDA) supported a <br /> lot of the events with $460,000 in funds from the prior year. Mr. Beth reported on the <br /> issue of public spaces and the use of synthetic turf. He alluded to a culture of <br /> conservation regarding water, electricity, fertilizers and green waste. Mr. Beth also <br /> addressed the possibility of a dog park. He then covered health and wellness and a <br /> partnership with the YMCA for a possible future building project. Vice Mayor Gee <br /> thanked Mr. Beth for his report. <br /> 6. PUBLIC COMMENT AND CONSENT CALENDAR <br /> Janet Borgens spoke about three fires that occurred recently and how the community <br /> has rallied to help the two families, which included 15 displaced people. She spoke <br /> about the Fire Department putting out the "emotional fire" that these people have <br /> experienced. She acknowledged Bonnie Miller, who is the co-chair of the Friendly <br /> Acres Neighborhood Association, and how they are working on various fund-raising <br /> efforts to benefit these people. <br /> Bonnie Miller acknowledged organizations like Shelter Nefinrork and the Fire <br /> Department, who are helping and caring for those impacted by the event. <br /> Robert Henderson said this is his third time addressing City Council regarding the City <br /> Charter and he believes the city is violating the Charter regarding the parking lot behind <br /> the library. He said he has not received any answers and would like to know why. <br /> City Manager Bell addressed the matter directly through the Chair. He noted that staff <br /> has researched Lot C (Pennsylvania Street) and it has been designated for parking and <br /> it has been enforced. He noted that staff had several discussions with Mr. Henderson <br /> and former Mayor Ira had sent an email response to Mr. Henderson and this is not <br /> mentioned in the Charter. Dr. Bell noted that the city is in compliance with current laws. <br /> His office will be in contact with Mr. Henderson. <br /> Mr. Henderson believes that the Charter does specify that the lot is designated for city <br /> vehicles only. He also stated that he never received an email from Mr. Ira. Mr. <br /> Henderson asked who judges the Council, and the Mayor interjected and said that Dr. <br /> Bell will be getting back to him. <br /> M/S Seybert/Ira to approve the Consent Calendar, excluding item 6.1.B. Motion <br /> carried 6-0 by electronic vote with Council Member Bain absent. <br /> M/S Seybert/Pierce to approve Consent Calendar item 6.16. Motion carried 5-0 by <br /> electronic vote with Council Member Foust recused and Council Member Bain <br /> absent. <br /> 1.
