Mr. Beth reported on the issue of public spaces and the use of synthetic turf. He alluded to a culture of conservation regarding water, electricity, fertilizers and green waste. Mr. Beth also addressed the possibility of a dog park. He then covered health and wellness and a partnership with the YMCA for a possible future building project. Vice Mayor Gee thanked Mr. Beth for his report. 6. PUBLIC COMMENT AND CONSENT CALENDAR Janet Borgens spoke about three fires that occurred recently and how the community has rallied to help the two families, which included 15 displaced people. She spoke about the Fire Department putting out the "emotional fire" that these people have experienced. She acknowledged Bonnie Miller, who is the co-chair of the Friendly Acres Neighborhood Association, and how they are working on various fund-raising efforts to benefit these people. Bonnie Miller acknowledged organizations like Shelter Nefinrork and the Fire Department, who are helping and caring for those impacted by the event. Robert Henderson said this is his third time addressing City Council regarding the City Charter and he believes the city is violating the Charter regarding the parking lot behind the library. He said he has not received any answers and would like to know why. City Manager Bell addressed the matter directly through the Chair. He noted that staff has researched Lot C (Pennsylvania Street) and it has been designated for parking and it has been enforced. He noted that staff had several discussions with Mr. Henderson and former Mayor Ira had sent an email response to Mr. Henderson and this is not mentioned in the Charter. Dr. Bell noted that the city is in compliance with current laws. His office will be in contact with Mr. Henderson. Mr. Henderson believes that the Charter does specify that the lot is designated for city vehicles only. He also stated that he never received an email from Mr. Ira. Mr. Henderson asked who judges the Council, and the Mayor interjected and said that Dr. Bell will be getting back to him. M/S Seybert/Ira to approve the Consent Calendar, excluding item 6.1.B.
