Barbara Britschgi, former Chair of the Civic Cultural Commission, opined that this
dialogue is wonderful. The Commission thought that they were helping Council by doing
the work first and then presenting it to Council for approval. She appealed to Council to
consider this and to trust the commissioners. She noted that while the artist is from
Oregon, there are five more artists that could be from Redwood City and she asked
Council to support the Commission.
For clarification purposes the Mayor said there were two parts to this. One part was to
ratify what was done and another to deal with the remainder of the money and she was
not sure if there was a third option. Mr. Bell noted that the $450 has already been
spent. One Council Member suggested the art be given to the Peninsula Arts Council.
M/S Ira/Seybert to ratify award of the $450 and hold off on the remainder of the money.
Then, allocate it back to the Civic Cultural Commission for reallocation if they decide to
spend it again via public art the item to be vetted through the City Council.
Council Member Pierce will vote not because she would rather have the Civic Cultural
Commission have the $5,000 for this project. She would prefer that Council have a
conversation on this topic. Motion carried 5-2 with Council Members Foust and
Pierce opposing. MINUTE ORDER 12-052
M/S Pierce/Bain to find a place to have BOB posted. One Council Member would like to
have the sculpture stay where it is. Another Council Member also said they would
oppose the motion because she believes there is already public art in numerous
buildings and that is supported by business owners. This Council Member offered to
take a camera and take pictures of all the art that currently exists in private property that
does not come from public funds. She mentioned Sequoia Hospital, Elementary School,
and Business Parks. She believes it is valuable to quantify some of those assets.
Another Council Member would prefer not to rush into anything. The maker of the
motion withdrew the motion to take some time to consider the matter and have a
conversation.
M/S Pierce/Bain to postpone the placement of the art piece and place BOB in a local
gallery and make the Peninsula Gallery responsible for it.
Motion carried unanimously by electronic vote. MINUTE ORDER 12-053
9. STUDY SESSION(S)
A. Study session to discuss City-owned property. (609)
Recommendation:
Provide direction to staff for disposition of City-owned property.
Dr. Bell said that staff is looking for some parameters around city-owned property. He is
looking for the larger discussion about Council's direction. Mr. Ekern introduced Kip
Harkness who facilitated the discussion. Mr. Ekern explained that the goal is to frame
the disposition of city-owned property. Mr. Ekern has received numerous phone calls
by developers on this topic. He noted that the latest Charter amendment was very
JOINT CITY COUNCIL/SUCCESSOR AGENCY February 27, 2012
MEETING MINUTES PAGE 10
MINUTE BOOK NO. 64
Page No. 60
