useful but more direction is needed. His request was that Council provide clarity on
how to prioritize pieces of property and he provided an extensive list of the variety of
properties owned by the city. He provided handouts and gave examples of certain
properties the City owns (presentation on file).
Mr. Harkness introduced himself and conducted the discussion to extract Council's
consensus and direction. He posed certain questions and asked Council to rate items.
He outlined the main criteria that he needed clarification on. He noted this was not a
night when Council would be providing direction. One Council Member focused on
flexibility and the fact that some buildings are "sacred" like City Hall, parks and libraries.
Another Council Member focused on flexibility as well and a process that allows to
move fast and swiftly when the interest is there to do so. This Council Member is
looking for the highest and best use for our current facilities like public works. Another
Council Member did not want to take status quo for what it is but preferred a long- term
view. Another Council Member would consider sales of properties for the benefit of
achieving a maximum objective. This Council Member would like this to be like a chess
game to maximize what the goals and objectives are. One Council Member wants to
ascertain the long-term vision to benefit the greater good or to match a Master Plan.
She would like nimble and entrepreneurial approaches. This Council Member
complimented the facilitator and that he was the best facilitator in nine years that she
has worked with in these chambers.
Vice Mayor Gee's main focus is "strategy to facilitate building the city that Council
envisions", and re-evaluate current public uses and location, so that these are metrics to
facilitate change. He would welcome a review of "revenue negative" properties and be
open to shifts. Another Council Member is looking at future needs and seeing what can
be done in the way of partnerships. She is looking for interesting ways of solving
communities problems with creativity and dialogue. The best use may not be the
highest best use for Redwood City.
One Council Member explained the beauty of the Charter amendment which allows
Council to make decisions which are not based on highest bidder to instead look for the
best interest for Redwood City. Two other Council Members confirmed the goal is to
focus on what is the best possible use for Redwood City.
City Attorney Thompson interjected on the process of the interpretation of the guidance
and policies. The facilitator explained that his goal is to get to the Council's vision and
not be very mechanistic. Mayor Aguirre noted that her guiding document is the Master
Plan. Mayor Aguirre commented that she would like to have public comment soon.
Mr. Harkness noted that he would like to go back and look at the guiding principles and
revamp them with the input from the Council tonight. One Council Member made a
comment that the vision for this discussion might include other agencies like the School
District.
Public Comment:
JOINT CITY COUNCIUSUCCESSOR AGENCY February 27, 2012
MEETING MINUTES PAGE 11
MINUTE BOOK NO. 64
Page No. 61
