Michael Jacoubowsky is a cyclist and he explained what happens to the pavement under <br /> different weather conditions. He explained the difference between a car and a bicycle <br /> using that street and he opposes the current recommendation. <br /> Nathan Schrenk lives two houses down from the circle and he is happy with the circle and <br /> those who were driving 50 mph no longer do it. He supports the recommendation. <br /> Paul Hoekenga is gratified with the results of the city engineering process. He concurred <br /> that the airborne cars are not occurring anymore, and he agreed there is less traffic on <br /> McGarvey and it is safer. <br /> Kathy Schrenk concurred that it is an enforcement issue but in reality this cannot be <br /> resolved as such due to the lack of Police Department resources. Consequently, she <br /> supports the current recommendation. <br /> Doran Donnelly is a resident for 10 years thanked the Council for this opportunity and <br /> process on how to resolve the issues. He mentioned that airborne cars were terrifying and <br /> one crashed into a neighbor's yard. <br /> Howard Smith thanked the city staff for taking action and installing these devices. He <br /> believes this is a huge success and he is happy that this process is culminating in such a <br /> success story. <br /> Valerie Kissner said that the speed hump causes her much hardship and she submitted a <br /> petition to remove the speed humps. She opined that the majority of the neighbors are <br /> now opposed to the speed humps. <br /> John Kissner said that this has not been calming at all. He does not support it and opposes <br /> it. He provided various examples of how he finds this extremely difficult to live with. He <br /> reiterated that all of the neighbors in the street signed the petition to remove the hump. <br /> Carol Patane said she has lived on the street for over decades and she loves the hump <br /> because it has helped her tremendously. She resides on the upper part of McGarvey and <br /> most residents appreciate the hump. <br /> Anthony Weibell appreciates the speed humps and in his view it has made a considerable <br /> difference. He asked about the materials that are going to be used on the permanent <br /> devices. <br /> One Council Member asked staff to show the specific location of certain speakers who <br /> spoke tonight and had such different perspectives. Staff responded and also provided <br /> information on the difference between the temporary and the permanent materials. <br /> Various Council Members asked questions about the speed humps and speed cushions. <br /> One Council Member asked about a peer review to validate staff's findings or merely to <br /> validate options. It was asked if a peer review would be unreasonable and staff said that it <br /> would not be unreasonable. <br /> Motion by Council Member Bain to move forward with alternative one and put in some <br /> "grooves" for cyclists.
