M/S Foust/Bain to approve the staff recommendation installing permanent traffic-calming <br /> devices to include items a) and b) of the staff recommendation. <br /> One Council Member noted that the City has worked hard at making the streets safer <br /> through various committees and community and neighborhood engagement. He <br /> acknowledged this was an experiment and is satisfied with the outcome. This Council <br /> Member believes this provides a new model for how the city engages residents. One <br /> Council Member agreed with the suggestion of the peer review and possibly including a <br /> sound test to check the sound levels at the different sites. Council discussed the process <br /> and time this has taken to date. <br /> Vice Mayor Aguirre explained her first hand experience with traffic humps around her <br /> residence. She clarified that safety is most important and therefore she supports safety <br /> first for the neighborhood. She will support the motion. Mayor Ira said that this is more an <br /> art than a traffic science and that the noise of a hump is insignificant if you think about the <br /> fear and anguish people might endure. He is not sure that the peer review would be that <br /> helpful due to its inability to measure certain subjective elements such as anxiety and fear. <br /> Motion carried unanimously by electronic vote. <br /> 8. PUBLIC HEARING <br /> A. CaliforniaFIRST— property assessed clean energy financing program. (505) <br /> Recommendation: <br /> Adopt a resolution authorizing the City Manager to execute documents authorizing <br /> the City of Redwood City's participation in the CaliforniaFIRST Program, a property <br /> assessed clean energy financing program sponsored by the California Statewide <br /> Communities Development Authority ("California Communities".) <br /> RESOLUTION No. 14995 AUTHORIZING THE CITY OF REDWOOD CITY TO JOIN <br /> CALIFORNIAFIRST PROGRAM; AUTHORIZING THE CALIFORNIA STATEWIDE <br /> COMMUNITIES DEVELOPMENT AUTHORITY TO ACCEPT APPLICATIONS FROM <br /> PROPERTY OWNERS, CONDUCT CONTRACTUAL ASSESSMENT PROCEEDINGS <br /> AND LEVY CONTRACTURAL ASSESSMENTS WITHIN THE TERRITORY OF THE CITY; <br /> AND AUTHORIZING RELATED ACTIONS <br /> Beth Ross, Environmental Manager, shared a presentation (on file). She covered what <br /> specifically could be financed through this program. She explained where and how this <br /> project was first piloted and funded. <br /> One Council Member wanted to make sure that this initiative was congruent with other <br /> matters that the city is in charge of such as zoning and permitting. Another Council <br /> Member mentioned that wind is a precious form of energy and wondered if this has been <br /> considered. Yet, another Council Member wondered how this direction might be <br /> processed at the planning level as items come forth for approval. There was some <br /> concern with possibly creating frustration for homeowners and or the planning division if <br /> the city is not ready to process these requests.
