Adopt a resolution amending Section 3 of the Rules and Regulations of the <br /> Redwood City Water Department (Public Works Services Department) <br /> related to water rates. <br /> RESOLUTION No. 15016 AMENDING SECTION 3 OF THE RULES AND <br /> REGULATION OF THE REDWOOD CITY WATER DEPARTMENT (PUBLIC WORKS <br /> SERVICES DEPARTMENT) RELATING TO WATER RATES; RESCINDING <br /> RESOLUTION NO. 14940 <br /> Justin Ezell, Public Works Superintendent, provided background information on <br /> proposed water rate increases for finro consecutive years. He explained the legal <br /> process to raise fees. He pointed out that this is an enterprise fund and has no impact <br /> on the city's general fund. Mr. Ezell provided details on why the rates need to increase <br /> (presentation on file). Mr. Ezell covered the water bill components. He explained that <br /> there were eight protest letters received. <br /> Council posed questions about the long term rate increase patterns and Mayor Ira <br /> mentioned how these rates will continue to increase. He added that reserves will have <br /> to be touched. One Council Member provided detail on this enterprise fund and the <br /> need to upkeep capital infrastructure. Mayor Ira explained that the Chair of the Utilities <br /> Committee is Vice Mayor Aguirre and the other two members are Rosanne Foust and <br /> Jeff Ira. There was a comment about the Bay Area Water Supply Conservation Agency <br /> and how there was a presentation on water and as they are doing the rebuild of the <br /> system, bids are coming in below budget and projects completed on schedule. One <br /> Council Member explained this is not general fund revenues that are being raised. He <br /> added that the Utilities Committee worked hard to mitigate the increases through good <br /> financial stewardship. <br /> Mayor Ira opened the public hearing. There was no public comment. <br /> M/S Seybert/Gee to close the public hearing. Motion carried 6-0 by voice vote with <br /> Council Member Bain absent. <br /> M/S Aguirre/Pierce to approve the staff recommendations and introduce the ordinance. <br /> Motion carried 6-0 by electronic vote with Council Member Bain absent. <br /> 9. MATTERS OF COUNCIL INTEREST <br /> A. Council Reports on Committee Meetings Attended. <br /> -Council Member Gee reported on his work on the Airport Roundtable.
