i <br /> Nita Spangler commented on the downtown parking and she had some comments about <br /> tonight's meeting proceedings. She was displeased with both the parking and the <br /> protocols followed. <br /> M/S Aguirre/Bain to close the public hearing. <br /> Motion carried unanimously by voice vote. <br /> Mr. Roy Abrams, Interim City Attorney, provided a brief explanation on the matter of <br /> possible non-intended consequences. <br /> M/S Foust/Bain to introduce the ordinance as submitted. <br /> One Council Member proposed excluding a certain portion of Main Street. Ms. Ekas, <br /> Housing & Economic Development Director, referred to a portion of the staff report that <br /> lists the vacancies across time and how the proposed uses might be beneficial. She spoke <br /> about tolerating a bigger range of uses to address the changes proposed. Another Council <br /> Member explained that she will vote for this because of the percullation of the startups that <br /> are coming to town and how she hopes this will become an incubator type zone for certain <br /> types of businesses. She mentioned that this could be the beginning of the "W" in the <br /> recovery diagram and these proposed changes might prompt and enable a better <br /> economic climate. <br /> Ms. Jill Ekas agreed that the proposed changes address the need for an incubator area. <br /> One Council Member wondered how this will be monitored. Another Council Member <br /> explained that this will allow tight spaces to be available at a more reasonable price. One <br /> Council Member asked that active marketing take place via email and in a simple but <br /> effective personal manner. Some examples were given on how to appreciate businesses <br /> downtown. This Council Member supported the proposed mix of uses. One Council <br /> Member wants the Council to focus on public relations and and promote relationships. <br /> There was consensus that the proposed changes and mixed use have a chance at <br /> creating some synergy. Vice Mayor Aguirre would like us to reach out to those who have <br /> businesses here and show some appreciation. <br /> Motion carried unanimously by electronic vote. <br /> Mayor Ira reiterated that the appeal had been moved to June 7, 2010. If anyone in the <br /> audience was present for that topic he would welcome their presence at the next Council <br /> Meeting. <br /> B. Enter into Agreements with Ecology Action and A Bright /dea for energy <br /> conservation services at Marshall Street Parking Garage pursuant to <br /> California Government Code Section 4217.10 et seq. (304) <br /> Recommendation: <br /> 1. Approve the Customer Work Order Agreement with Ecology Action. <br /> 2.
