i
M/S Gee/Seybert to introduce the ordinance.
One Council Member clarified this does not mean that what is allowed by right will be
developed. In his opinion this is not increasing density but adding clarity. He supports
the codification because as it is it provides flexibility. Another Council Member
explained that change in the existing code is not easy. She has considered the existing
neighbors, but flexibility is needed for the development to be well thought out and so
that the property owners have clarity too. She was appreciative of the multiple options.
She is looking forward to a dialogue with the neighbors on what correct development
"feels" like in the future, and subsequent to this action.
Another Council Member commented that this is a complex issue and he too studied
this carefully. He explained that for him it is not just about the numbers. He believes
that ultimately this will help create better projects because it adds clarity and flexibility.
Furthermore, he opined that this will speak to the issue of the affordability of housing in
this community. He also tied this back to the comments by Ms. Borgens and how three
families were living in one apartment. Another Council Member mentioned that this is
not about one project or one developer but this is about a zoning text amendment that
was publicized in two languages English and Spanish. He is very proud of that.
Vice Mayor Aguirre also felt disrespected at the appellants leaving the Chambers. She
mentioned that she was at the 885 Woodside Road and all units were the same
regardless of being BMR (below market rate) or not. Vice Mayor Aguirre explained that
while this decision was not easy she is ready to vote.
Motion carried unanimously by electronic vote. Minute Order 10-104
Mayor Ira made a comment about taking a first look at the budget document. City
Manager Ingram said that the budget went to Council last Thursday and today it was
posted to the internet. He asked Council to reach out to Department Heads and ask
questions so that Council is fully prepared for the upcoming budget sessions. Mr.
Ingram explained that staff is concerned about the amount of information and wants to
be ready to answer questions in advance to allow ample time for Council deliberations.
8. ADJOURN- M/S Foust/Aguirre to adjourn at 8:33 p.m. in memory of Rich Boyer
who passed recently. City Manager Ingram gave some brief comments about this
ity ploy e.
