i
Kentfield project. He noted that there was no traffic impact report and instead there is
just a comment from staff stating there is no traffic impact.
Public Comment:
Joel Butler addressed Council as a concerned friend, a family member, a professional
and a father. He believes more housing opportunities will come from this action. He
provided his experience with the difficulty of purchasing locally. He would like greater
housing opportunities and codifying the city's interpretation of the zoning.
Kathleen Eichler echoed the preceeding speaker's words. She supports more housing
and she thanked the Council and the Planning for their work and spoke in favor of
extending and amending the language for R-2 zoning.
Vera Bennett, a life-long resident, explained her expectations of the City as a property
owner in the R-2 area. She spoke about the 2500 increments and its history. She
believes that new housing is needed. She apologized for the fact that her property was
a catalyst for this and expressed the hope that the recommendation would be
approved.
Eric Peterson, an architect from Menlo Park, agrees with the 2,500 square feet and
spoke in favor of the proposed text amendment.
Gina Henson, a Redwood City business owner of a real estate and residential
construction company, and life-long resident of the City of Redwood City, said that she
is in favor of approving the proposed text amendment.
Brad Smith representing Pacific Peninsula Group, spoke in favor of the need for clarity
in the zoning code and how it is applied. He opined that it is the right thing to add
clarity, establish a firm cap, and confirm a consistent process.
Bill McClure, a Menlo Park Attorney, representing Kentfield LLC addressed comments
made by Mr. Bautista. He said the real issue is the zoning ordinance and not the
negative declaration and upon review, there was found to be no substantial effect on
the environment and that Mr. Bautista' appeal is not substantiated with facts.
M/S FoustlAguirre to close the public hearing. Motion carried by unanimous
voice vote.
M/S FoustlSeybert to approve the staff recommendations including the finding.
Minute Order 10-103
The maker of the motion stated how upset she was about the way she was treated
tonight and how the residents of Redwood City need to reclaim this city. She was upset
at how the appellants left the room without hearing others' comments.
Interim City Attorney Abrams confirmed that the finding is included in the motion and
the maker of the motion agreed.
Motion carried unanimously by electronic vote.
JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD June 7, 2010
MEETING MINUTES PAGE 3
MINUTE BOOK NO. 63
Page No. 101
