Approve warrants dated through June 28, 2010 and usual and necessary <br /> payments through July 12, 2010. FY 2010-2012 Budget Study Session. (501) <br /> City Manager Ingram summarized direction from the last budget session; explaining <br /> that in the Police Department budget the Juvenile Community Officer and Community <br /> Services Officers were discussed. He noted that core services were also discussed. <br /> On the Fire Department budget Mr. Ingram was appreciative of the fact that Council <br /> wants to receive updates on the implementation of the proposed plan. Regarding <br /> Parks, Recreation and Community Services he recalled that one position (Child Care <br /> Coordinator) had been discussed to be saved at '/2 time and the Civic Cultural <br /> Commission and Human Services Financial Services grants were also touched on. <br /> Library Presentation <br /> Dave Genesy, Library Director, made a presentation covering the logic and reasoning <br /> leading to the current proposed cuts. He commented that the goal was to stay away <br /> from cutting core library services. Mr. Genesy explained some of his difficult choices <br /> and how these are tough decisions that have to be made. His dilemma consisted of <br /> trying to protect direct services when his management division has decreased from 12 <br /> to 4 managers. He covered some of the benchmarks and made it clear that there were <br /> no easy or good choices. <br /> Council asked questions about the Schaberg Library and suggested looking into the <br /> possibility of partnering with Parks and Recreation. Mr. Genesy explained that if in fact <br /> it closes down then there might be opportunities for collaboration with Parks and Recs. <br /> Council inquired about the impacts of having one less manager. Mr. Genesy cautioned <br /> that this approach will provide less of an opportunity for inter-departmental initiatives <br /> and it will impact Project Read. Council disclosed that there was a high volume of <br /> emails regarding Library cuts.
