i
Genesy explained that staff tried to be proactive in a way that preserves the general
fund hours. Here too staff was encouraged to explore partnerships with the Senior
Center, under the Parks, Recreation and Community Services Department (Parks and
Recs.)
It was noted that local archive volunteers are filling a need that is very important.
Council thanked Mr. Chuck Ashton for his retirement, an unselfish deed, which will
assist with departmental savings. There was a public round of applause for Mr.
Ashton's offering to retire in order to save other positions in the Library Department.
Public Comment
Michael Bursak, Historic Resources Committee Treasurer, explained that he has
communicated with Mr. John Edmonds, Chair of the Library Archives Committee; and,
that they are ready to take over the Local History Room. He spoke about their
preferred structure and needing training and volunteers, and the importance of the local
History Room to the community.
Nedra Moore said she is representing the voices of many residents on the Schaberg
Branch Library issue. She referred to the number of emails sent to Council as well as a
discussion she had with Council Member Pierce. She made a suggestion to alter
certain times and days the library could be open or closed on alternating weeks and to
perhaps charge people on a sliding scale.
Council inquired about the Youth Services position and Mr. Genesy said that within six
months he will have good indicators on the implications of such cuts. Mayor Ira wanted
Mr. Genesy to update the City Manager on how this will evolve. During the discussion it
was suggested evaluating different hours and days and Mr. Genesy explained that this
will be looked at carefully with the need for possible adjustments over time. Mayor Ira
stated that Mr. Genesy's thoroughness is appreciated. Council reiterated how
important it was for departments to work together and this is a prime example of how
inter-departmental initiatives are a necessity and the new modus operandi. The on
demand shuttle was mentioned as a great opportunity for the community to use.
Regarding the reporting structure mentioned by Mr. Bursak one opinion was that this
group report directly to the Library Board. Mr. Genesy's efforts to work in partnership
with the Library Archives Committee and Parks and Recs were appreciated by the City
Council. One Council Member inquired about timelines on these partnerships and Mr.
Beth intervened saying that this item will be discussed with schools. Again, Council
requested periodic updates and continued involvement in partnerships with other
entities.
City Manager Ingram led the Council through the various departments, other than the
big four. Primarily, this covered small departments such as: City Attorney, City Clerk,
City Manager, Human Resources, and Finance. There were no Council questions at
this point. Department Heads were available to answer specific questions. Other
departments such as Building Infrastructure, and Transportation, Planning Housing and
Economic Development, and Public Works were briefly touched upon since these
JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD June 28, 2010
MEETING MINUTES PAGE 5
MINUTE BOOK NO. 63
Page No. 126
