One Council Member would like to take a <br /> more aggressive stance but for now he will give this approach a try. <br /> Public Comment: <br /> Nicholas Kibre spoke in favor of collaborating with the HSR (High Speed Rail) Authority. <br /> He also expressed his concerns about safety, improved train service, and bringing people <br /> to shop here, and work with HSR through Caltrain because they are aware of our local <br /> issues. He also suggested having a local design competition as a way to integrate the <br /> community. <br /> James Jonas spoke about CEQA (California Environmental Quality Act) and the difficulty <br /> to challenge at the project level versus at the program level and uncertainty about a <br /> possible lawsuit. He encourages further public discussion, participation, and meetings, as <br /> well as cities working as a team and Caltrain as a key partner and participant. <br /> Foster Kinney, a Redwood City resident, spoke in favor of a cooperative rather than <br /> confrontational approach with HSR (High Speed Rail). He questioned where the city <br /> stands on the possibility of multiple stops or just one and he inquired if the city plans to <br /> apply for it. <br /> One Council Member believes that the Mayor's letter did make an impression and it <br /> changed the tone of the conversation. One Council Member asked the City Attorney to <br /> comment on the fact that the City can still challenge at the Project EIR (Environmental <br /> Impact Report) step. Various Council Members commented on the need for greater <br /> community outreach and the fact that Mayor Ira has sent a strongly worded letter to the <br /> High Speed Rail committee. One Council Member announced two informational meetings <br /> in October and November and she encouraged the public to get involved. This Council <br /> Member invited people to comment on what they want and share their vision. Mayor Ira <br /> thanked the committee for holding a teleconference on such short notice to come up with <br /> this recommendation. One Council Member asked that cities prepare a list of other items <br /> that represent a value for the cities and communities. <br /> Agenda Item 6.A was addressed at this time. <br /> Council Member Foust congratulated Council Member Pierce for being the new President <br /> of the Peninsula Division of the League of California Cities. She also congratulated Vice <br /> Mayor Aguirre for completing the Hispanas Organized for Political Equality (HOPE) <br /> program. Council Member Bain appreciated the great conversation tonight and he <br /> attended a meeting of Emergency Preparedness and he said that the response in San <br /> Bruno was very smooth and seamless. <br /> 7.
