Mr. LaTorra, Building Inspection Manager, introduced Fire Chief Skinner and Fire Marshall Palisi. Mr. LaTorra spoke on various building code requirements and said that the only changes this year relate to state mandates. These included the enforcement of the international residential code, sprinklers required in residences (which the city has already required for many years), and defining what is a new building. He said the state of California adopted a green building code and the mandated enforcement date is January 1, 2011. He noted that Redwood City has had an existing green building code that was adopted in 2009 and these can work hand-in-hand and provide significant water conservation. Chief Skinner thanked Mr. LaTorra for his guidance on the code updates and he introduced Fire Marshall Palisi, whose position is shared between the City of Redwood City and the City of Belmont. Fire Marshall Palisi spoke on the three-year code adoption cycle and how California codes are getting much larger, but it allows them to extract some local amendments that are now based in the model code. He covered the changes to be incorporated including administrative adjustments to an existing section under the California code to allow the Fire Chief more flexibility in the application of the code and he noted that this is a big step forward in the fire service.
