5. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> There was no public comment. <br /> M/S Foust/Gee, to approve the Consent Calendar, excluding Item 6.2A, Motion <br /> carried 6-0 by electronic vote with Vice Mayor Aguirre absent. <br /> M/S Foust/Gee to approve Item 6.2A. <br /> Discussion on item 6.2A: <br /> One Council Member said he would like more discussion and understanding of the goals, <br /> objectives, expectations, strategies, and the measurements for success. He questioned if <br /> this is the best way to support economic development, which he is in favor of. He asked if <br /> this discussion could be deferred until after they discuss their core services as he is not <br /> ready to move forward tonight on this item. <br /> One Council Member spoke in favor of moving forward with this item tonight as a key <br /> strategic initiative for the City and as a Council core priority. One other Council Member <br /> reiterated that the measurements for success are not clear, he supports economic <br /> development, and he would like a longer discussion at some point. <br /> Another Council Member clarified that some of the duties of this position will be funded by <br /> the Redevelopment Agency and she also agreed that Council should get input on the <br /> expectations of what the goals, objectives, and responsibilities of this position will be. <br /> There was a comment by another Council Member that this position has been a long time <br /> coming in support of economic development and it is a great opportunity for Redwood City <br /> to move forward in attracting and retaining businesses. <br /> Interim City Manager Bell clarified the differences between a contract and regular position <br /> and why this position is being presented as a regular classification. This position would be <br /> ongoing, unlike a contract position which would be typically tied to and end with a specific <br /> project. This item is for the job description which is used for identifying the duties, <br /> knowledge, skills, and abilities, and as they develop the economic development strategy, <br /> this position would then have the responsibility of ineeting those goals and objectives. <br /> Motion carried 5-1 by electronic vote with Vice Mayor Aguirre absent and Council <br /> Member Bain voting no against the motion. <br /> 6.1 Section — Motions <br /> A. Professional Services Agreement between the City of Redwood City and <br /> Management Partners, Inc.
