5. ORAL COMMUNICATIONS AND CONSENT CALENDAR There was no public comment. M/S Foust/Gee, to approve the Consent Calendar, excluding Item 6.2A, Motion carried 6-0 by electronic vote with Vice Mayor Aguirre absent. M/S Foust/Gee to approve Item 6.2A. Discussion on item 6.2A: One Council Member said he would like more discussion and understanding of the goals, objectives, expectations, strategies, and the measurements for success. He questioned if this is the best way to support economic development, which he is in favor of. He asked if this discussion could be deferred until after they discuss their core services as he is not ready to move forward tonight on this item. One Council Member spoke in favor of moving forward with this item tonight as a key strategic initiative for the City and as a Council core priority. One other Council Member reiterated that the measurements for success are not clear, he supports economic development, and he would like a longer discussion at some point. Another Council Member clarified that some of the duties of this position will be funded by the Redevelopment Agency and she also agreed that Council should get input on the expectations of what the goals, objectives, and responsibilities of this position will be. There was a comment by another Council Member that this position has been a long time coming in support of economic development and it is a great opportunity for Redwood City to move forward in attracting and retaining businesses. Interim City Manager Bell clarified the differences between a contract and regular position and why this position is being presented as a regular classification. This position would be ongoing, unlike a contract position which would be typically tied to and end with a specific project. This item is for the job description which is used for identifying the duties, knowledge, skills, and abilities, and as they develop the economic development strategy, this position would then have the responsibility of ineeting those goals and objectives. Motion carried 5-1 by electronic vote with Vice Mayor Aguirre absent and Council Member Bain voting no against the motion. 6.1 Section — Motions A. Professional Services Agreement between the City of Redwood City and Management Partners, Inc. (304) Recommendation: Approve and authorize the City Manager to execute the agreement befinreen the City of Redwood City, and Managements Partners, Inc., (Partners).
