6.1.F. - Page 4 <br /> The above alternatives represent a wide range of potential fiscal impacts on the City's <br /> Water Enterprise and/or General Fund. Waiving testing and administration fees allows <br /> the City to encourage compliance without purchasing or installing these devices, which <br /> would result in much higher costs to residents. The City could consider providing <br /> materials or supplies, or entering into contracts to facilitate construction of devices on <br /> private property. However, such a program poses additional issues of warranty, liability <br /> and associated financial risks that would require a considerable investment of City <br /> resources over the long term. For these reasons, the subcommittee felt the <br /> recommended action was the best alternative. <br /> FISCAL IMPACT <br /> The following impacts are associated with the Utilities Committee recommendation: <br /> DESCRPTION COST FREQUENCY FUND <br /> Backflow installation permit fee $25,000(assuming 500 wells at$50) One-time General <br /> Performance test/inspection $31,000(assuming 500 wells at$62) One-time Water <br /> Program administration fee $30,000(assuming 500 wells at$60) One-time Water <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines, section <br /> 15378, because it involves an administrative activity; namely, evaluating City policy <br /> toward an existing regulatory program.
