Waiving testing and administration fees allows <br /> the City to encourage compliance without purchasing or installing these devices, which <br /> would result in much higher costs to residents. The City could consider providing <br /> materials or supplies, or entering into contracts to facilitate construction of devices on <br /> private property. However, such a program poses additional issues of warranty, liability <br /> and associated financial risks that would require a considerable investment of City <br /> resources over the long term.
