6.1.F. - Page 5 ATTACHMENT �NE <br /> COUNCIL POLICY <br /> CITY OF REDWOOD CITY <br /> EFFECTIVE DATE: September 10, 2012 <br /> EXPIRATION DATE: September 9, 2013 <br /> POLICY SUBJECT: Cross Connection Control Customer Assistance Program <br /> APPLICABILITY <br /> The policy shall be specific to residential properties with groundwater wells or properties that <br /> use creek water for landscape irrigation. <br /> POLICY PURPOSE <br /> To encourage voluntary compliance with Cross Connection Control Program Provisions from <br /> residential property owners. <br /> POLICY OVERVIEW <br /> I. Amnesty Period <br /> a. Residential property owners are afforded a period of one year from the effective <br /> date of this Policy in which to comply with Cross Connection Control Program <br /> requirements. <br /> b. The City's backflow installation permit fee will be waived during this period. <br /> c. The Cross Connection Control Program Administration fee will be waived during <br /> this period. <br /> d. The required initial backflow performance test will be performed by City staff <br /> free of charge during this period. <br /> II. Retroactive Credit <br /> a. The City wants to ensure that customers with a delayed response to initial <br /> requirements are not rewarded for inaction, while those who immediately <br /> adhered to requirements are punished. As a result, property owners who have <br /> already installed backflow devices, as requested by the City, will receive a credit <br /> applied to their utility accounts. The credit shall be retroactive to the date which <br /> a device was installed. The credit shall include permit and administrative fees <br /> already paid to the City, along with the City value of the required initial backflow <br /> performance test. The Cross Connection Control Program Administration fee will <br /> be waived during the amnesty Period. <br /> III. Below Grade Double Check Valve <br /> a. Residential property owners may comply with Cross Connection Control Program <br /> requirements by installing a below grade double check valve. <br /> b. Double check valve type and installation must conform to City standard BPD-1a. <br /> Cross Connection Control Customer Assistance Program August 10, 2012 <br />
