It has s�veral units with <br /> specialized skills, n�any members of which are certified in emergency medical response. OES <br /> assists other pui�iic safety officers across the County in providing situational car� and protection <br /> for t�e citizens of San Mateo County. OES also provides regular coordinated emergency <br /> planning and training services to the 20 cities and towns �vithin the County and a wide variet�of <br /> support and resources to assist cities in dealing with disaster and other emergency sztuations. <br /> The OES is responsible for the San Mat�o County Erz�.ergency Operations Pian{EOP}that details <br /> the planx�ed response to extraordinary emergencies and disasters. <br /> Depanding an the speci�'ic amergency, 4ES wzll serve as a coordinating agency rather than a <br /> primary responder. Citzes and special districts are responsible for rnaking sure that OES is given <br /> the information zt needs to coordinate emergency response.' <br /> The OES �as a k'lood Preparedness Guide �or Levee Maintaining Agencies. The purpose o�tk�is <br /> Guide is "To provzde an emergency planning guide for Iocal levee maintaining agencies to utilize <br /> in developing their local emergancy plans in compliance with tk�e Governor's Executive Order." <br /> H�wever,this Guide does not pravide specific criteria to assist the af�ected cities to develop <br /> consistent, comprehensive EAPs. <br /> The Emer�eracv Services Cguncil ESC <br /> The OES is fuz�.ded and governed by the Emergency Serv�ces Council (ESC) through a Joint <br /> Powers Agreement (JPA) that includes the 2Q cities and town� and the County of San Mateo <br /> (see, A�tachrnent 2). The cities and towns of the JPA contribute money ta fund the JPA based <br /> �pon a farmula fihat talces into account the populatior�ar�d average assessed property va�ue of <br /> each. The County then matches tl�e £unds contributed by the cities and towns.
