This is an advanced copy of a Grand Jury report that will he publicly released on <br /> _i,�i., a 7n�2, penat Code section 933.05 {f} �rohibits any officer, agency, <br /> 6.1.K. - Page 7 or go�erning body of a pub[ic agency from disclosing any cor�tents <br /> of the report prior to the public re[ease of this re�or�. <br /> The ESC reviews and recommends emergency plans, programs, and agreements far adoption by <br /> the Board of Supervisors and city councils in arder to carry out the purposes of an emergency <br /> services organization. The Sherif�s OES serves as the ESC's eznergency ser�ices organization <br /> and is responsible far minimizing the ef�ects of disasters and major emergencies an thE County's <br /> citizens.� <br /> The 20Q6-2007 Grand Jury Report on dams and la�vees directed two Recammendations to the <br /> ESC.B The first Reconaznendatian issued was as follows: <br /> 1. Autharize and fund, by Decezxiber 3I, 2007, the Office of Emergency Servzces/Homeland <br /> Security to work with oth.er entities in the County <br /> to acquire whatever informatian is necessary to assess risk and develap <br /> response plans for levee and dam emergencies. This effart should use <br /> all available infarma#ion, including that collectad by FEMA, to <br /> forxnulate p�ans specific to our County and to incorporate those p�ans <br /> into the Of�ice of Emergency Services/Homeland Security (OES/HS} Emergency <br /> Operations Plan (EOP) by July 31, 2008. <br /> The ESC agr��d with this Recommendation, stating, howevez, that funding r�vas not available in <br /> the 200fi-2007 budget. The ESC said it would attempt to secure grant funding and work would <br /> be completed at the "earliest possible opportunity."g On March 2b, 20X2, the Gxand Jury sent a <br /> letter to the Board of Supervisor repxesentati�e on the ESC ta ask if the ESC had met its <br /> comrr�itment in respanse to this Recorr�mendation. Repeated attempts by the Grand lury�ailed to <br /> generate a response f'rom Supervisar Tissier. <br /> Accarding to OES, it secuxed fiinding in fiscal year 2007�2008 �or work to begin on the dam and <br /> levee Recomm�ndatians. This funding resulted in the creatio� o�a dam database, inundation <br /> maps of hazardous dams, and a sectian on dams in the County E�P. With the resources <br /> available, �zt�le progress was made on levees. No additional funding was pz-o�ided ta continue <br /> this work in 2008-20Q9 ar in subsequent budget years. Tha funding of the OES 7oint Power <br /> Agreement has rernained relatively flat far years. The �ES Dir�ctar said in 2008 that additional <br /> fundi�g would be sought for the dams and levees project.
