Approval of Sewer Service Charges <br /> Recommendation: <br /> Waive First Reading and Introduce Ordinance amending Redwood <br /> City Municipal Code Section 27.100—Sewer Service Charges. <br /> ORDINANCE OF THE CITY COUNCIL OF REDWOOD CITY AMENDING <br /> SECTION 27.100 OF THE MUNICIPAL CODE OF THE CITY OF <br /> REDWOOD CITY RELATING TO SANITARY SEWERAGE SERVICE <br /> CHARGE <br /> Mr. Kyaw, Assistant Public Works Director, presented the report and he started by <br /> thanked Ms. Marilyn Harang for her contributions to this matter and the entire Public <br /> Works Division. He also thanked Bill Ekern, Director of Community Development and <br /> Russell Nahara, Management Analyst for their assistance with the presentation <br /> (presentation on file). He then covered the collection and waste water services and how <br /> South Bayside System Authority (SBSA is a joint power authority). He noted that the <br /> entire Sewer system is supported by an Enterprise Fund. He then covered the issues <br /> impacting the rates and why the proposed sewer rate increase is needed. He also <br /> compared Redwood City's proposed sewer rate to other agencies' rate increases. He <br /> noted the types of community outreach that was completed to meet Proposition 218 <br /> requirements and in addition a community engagement meeting was held on April 4, <br /> 2012. <br /> Mayor Aguirre opened the Public Hearing. There were no comments. <br /> M/S Seybert/Ira close the Public Hearing. Motion carried by unanimous voice vote. <br /> City Clerk Vonderlinden reported 31 protest letters were received. Mayor Aguirre asked <br /> about the number of notices sent out and Mr. Ezell said that 26,000 were sent out to <br /> both property owners and tenants. <br /> M/S Seybert/Ira to introduce the ordinance. <br /> One Council Member noted that the city is a little behind on the capital improvements, <br /> and while this sounds like a big number, this is a valuable investment in the future.
