McMillan <br /> Foreperson <br /> Grand Jury, San Mateo County <br /> 400 County Center <br /> Redwood City, CA 94063-1655 <br /> Re: Grand Jury Report <br /> Mr. McMillan: <br /> Please accept this as our formal response to the July 3, 2012 Report, "Still No Emergency <br /> Levee Plans for Levee Failures in San Mateo County". <br /> First, we appreciate the acknowledgement in Finding #2 that Redwood City took <br /> affirmative action to bring its levees up to National Flood insurance Program standards. <br /> We remain committed to a program of levee evaluation and repair as necessary to <br /> assure our residents of their safety. <br /> In response to finding #3, the City of Redwood City has an adopted Emergency <br /> Operations Plan (EOP). In response to the 2007-2008 Grand Jury Report: "Emergency <br /> Planning for Dam or Levee Failures in San Mateo County" the City of Redwood City <br /> developed a levee Operation and Maintenance plan that addresses actions to be taken <br /> if portions of the levee were to fail. This was not shared with the Office of Emergency <br /> Services (OES), but we are willing to do so. This plan will be made part of our EOP as a <br /> "Levee Failure Annex". We are also participating in the OES effort to develop a County <br /> wide plan. When that is completed we will review, and if appropriate, adopt it as our <br /> new Levee Failure Annex". <br /> Second, in response to Recommendation #3 regarding coordinating the City's <br /> Emergency Action Plan with the County's Office of Emergency Services, the City's staff is <br /> prepared to meet with the County's OES Director and to develop a reporting protocol. <br /> The City Manager, Robert Bell, will have staff contact the OES Director to coordinate a <br /> meeting. Once that protocol is developed, we will provide the requested information in <br /> that venue. <br />
