6.1.M. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Second Amendment to the Agreement for Fire & Emergency Services with the City of <br /> San Carlos <br /> RECOMMENDATION <br /> By motion, approve, and authorize the City Manager to execute, the Second <br /> Amendment to the Agreement for Fire & Emergency Services with the City of San <br /> Carlos. <br /> By motion, authorize the City Manager to negotiate for payment of any additional <br /> administrative costs associated with the Second Amendment. <br /> BACKGROUND <br /> On July 7, 2011, the City of Redwood City entered into an agreement to provide fire and <br /> emergency services to the City of San Carlos (the "Agreement"). The Agreement was <br /> executed pursuant to the City Council's approval at the June 20, 2011 City Council <br /> meeting. The First Amendment to the Agreement between the City of Redwood City and <br /> the City of San Carlos (the "Agencies") for Fire and Emergency Services dated October <br /> 19, 2011 made minor revisions to certain sections of the agreement. <br /> At the time Redwood City and San Carlos (the "Participating Agencies") entered into the <br /> Agreement, it was agreed that San Carlos would maintain and staff its Fire Department <br /> while Redwood City would only provide management and administrative support. <br /> Pursuant to this Second Amendment, the Participating Agencies seek to modify the <br /> Agreement to provide for personnel from either agency to augment the staffing of the <br /> other agency on a critical needs basis with an effective date of July 1, 2012 and a <br /> term ination date of January 31, 2013. <br /> ANALYSIS <br /> Since the San Carlos Fire Department began to operate, on October 1, 2011, Redwood <br /> City has been providing personnel to ensure San Carlos meets the minimum apparatus <br /> staffing requirements. The San Carlos Fire Department is not yet completely staffed <br /> with fully trained and qualified personnel, a situation that is being remedied through <br /> ongoing hiring and training. At times this creates a situation where the daily staffing <br /> actually exceeds the minimum requirements in order to have trained and qualified <br /> personnel working. Currently one engine company in San Carlos is "browned out" on <br />
