6.1.M. - Page 2 <br /> one shift because there are not enough trained and qualified personnel to staff the <br /> department. One of the specialized positions is Driver/Operator. Redwood City has <br /> qualified Driver/Operators available to fill this critical vacancy in San Carlos when <br /> needed. <br /> As of July 1, 2012 the Redwood City Fire Department experienced the retirement of 15 <br /> personnel leaving staffing stretched thin. This is being remedied through hiring and <br /> training of personnel. The full effects of these new personnel will not be felt until they <br /> graduate from the fire academy sometime after January 1, 2013. This has placed a <br /> strain on daily staffing for the Redwood City Fire Department. <br /> On July 9, 2012, the San Carlos City Council directed staff to begin negotiations with <br /> the City of Redwood City for an expansion of the contract for Fire Services into a full <br /> service agreement. <br /> With the exploration of the full services contract agreement, Staff sees an opportunity <br /> for both agencies to allow personnel to work as relief personnel in either department on <br /> an interim basis. This has several advantages. It expands the pool of employees <br /> available to work overtime shifts when one agency has exhausted their list of available <br /> personnel to work the extra shifts caused by vacancies. It also provides flexibility when <br /> there is a daily staffing need for a specific qualification and there is no one available in <br /> one agency but there is availability in the other agency. In this situation when staffing <br /> allows, the qualified person can be "exchanged" to the other agency with an employee <br /> who is not qualified for the need but can fill the vacancy created from the "exchange". <br /> Additionally the Second Amendment memorializes what has been occurring in the <br /> second half of FY 2011/2012 in regard to Redwood City supplying additional fire <br /> department staffing into San Carlos. The Second Amendment sets an hourly rate for <br /> the provision of the additional services. Any additional administrative costs associated <br /> with the provision of the additional services will be negotiated by the City Managers of <br /> the two cities. <br /> ALTERNATIVES <br /> Not approve the Second Amendment. <br /> FISCAL IMPACT <br /> Staff will reconcile the payments owed by each agency and prepare quarterly invoices. <br /> The agency that owes more will be invoiced the difference. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines section 15378, <br /> because it involves continuing administrative activities and has no potential for resulting <br /> in either a direct or foreseeable physical change in the environment. <br />
