6.1.A. - Page 12
demand more transparency, questioned the Redwood City housing target and opined
that inflated numbers were used by developers that were not based on actual growth.
She also spoke against lowering CEQA (California Environmental Quality Act)
standards through the bill co-authored by Richard Gordon (AB 900) and expressed
being ashamed of Council for "shutting down her free speech rights".
John Bruno, with DMB Pacific Ventures, commended the City for its open, transparent,
fact-based proposal review. He said they have listened to claims made by advocacy
groups and had worked on significantly revising the proposal to make it responsive, has
a smaller project foot print, more environmental protection and restoration, and there will
not be a submittal of the revision until after this process so they can take it all into
account. They said their revised program will be significantly different from the prior
one. He thanked the Council and staff for its professionalism.
Joel Jensen spoke in favor of balance in terms of increasing the quality of life and
consideration of the pros and cons of the future proposal. He spoke about smart growth
considerations along EI Camino, possibly more traffic, possible decline for downtown
businesses, increased water demands, cost to maintain dikes and opined that smart
growth along EI Camino would be better due to increased business, foot traffic, short-
term increase in construction, and an improvement in the quality of life.
Gail Raabe, speaking for Redwood City Neighbors United, spoke in favor of identifying
future applications and opined that City Council should have the option to deny
applications that are inconsistent with Land Use and the tidal plain. She spoke about
the lack of capacity to absorb more traffic, incompatible land use along the port, a
possible shift of business from the downtown, risks with bay fill, continued polarization,
loss of critical wetland. She supported adding "denial of application" to the list of options
so these concerns can be taken seriously.
Arnoldo Arreola, a resident of Redwood City 1965, commended Council for the process
in considering development applications and noted the recent award for the General
Plan in 2012. He opined that it is great that everyone has the right to voice their
concerns and opined that there has been abuse and asked that there be civility.
Nancy Arbuckle, with Redwood City Neighbors United, thanked Council and opined that
once they learned what project really is, they are no longer divided and, they are united
in opposition to this project no matter how it is revised. She spoke in favor of focusing
on the downtown and inner harbor area and to be clear about the real cost to residents
regarding this withdrawn application and other developer applications.
Karen Keefer said she has been a public servant and thanked the Council Ad Hoc
Committee consisting of Council Members Ira and Pierce for their work. She expressed
pride in the over 400 comments regarding this and how Redwood City cares about the
pros and cons and the expression of democratic rights. She spoke against the plan as
she expressed concerns about water supply, desalination, possible negative impacts to
downtown, versus the hope that more can be done in downtown.
JOINT CITY COUNCIUSUCCESSOR AGENCY May 7, 2012
MEETING MINUTES PAGE 9
