Currently, the department utilizes temporary <br /> employees to assist with basic clerical functions. The addition of a permanent part-time <br /> position in this capacity will increase the long-term effectiveness of the City Clerk's <br /> office operations. <br /> The classification of Central Stores Specialist is not currently utilized by the City and its <br /> elimination would have no impact on the City's staff or services. The position of <br /> Delivery Driver / Stock Clerk is currently filled, and the elimination of this classification <br /> would result in a layoff. The incumbent is eligible for transfer to a vacant position for <br /> which he meets the minimum qualifications, pursuant to the Memorandum of <br /> Understanding (MOU) between the City and the Service Employees International Union <br /> (SEIU). <br /> The de-centralized mail function will increase responsibilities for City staff in other <br /> departments. The City is currently working with the various departments and SEIU to <br /> identify any foreseen challenges and develop solutions to mitigate these impacts as <br /> necessary. <br /> FISCAL IMPACT <br /> The City Clerk's office currently charges other departments through an internal services <br /> fund for costs associated with intradepartmental mail, records management, and other <br /> departmental services. It is estimated that the proposed changes to the City Clerk's <br /> office staffing structure would result in gross City-wide cost savings of approximately <br /> $15,000. <br /> ALTERNATIVES <br /> 1. The Council could take no action and advise staff to continue using existing <br /> classifications. <br /> 2.
