6.4.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 10, 2012 <br /> SUBJECT <br /> Amendment to the Police Sergeant and Police Captain classifications; establishment of <br /> the Deputy Police Chief classification; amendment to the salary plan; and authorization <br /> for the City Manager to incorporate changes to the current Memorandum of <br /> Understanding (MOU) between the City and the Police Sergeant's Association (PSA) <br /> RECOMMENDATION <br /> 1. Approve, by resolution, the establishment of the Deputy Police Chief <br /> classification and amend the salary plan accordingly. <br /> 2. Approve, by resolution, changes to the Police Captain job description and salary <br /> plan, and amend the City's classification and salary plan accordingly. <br /> 3. Approve, by resolution, a two-tier salary structure for the classifications of Police <br /> Sergeant and Police Lieutenant, and amend the salary plan accordingly. <br /> 4. Authorize the City Manager to execute an agreement to incorporate changes to <br /> the current MOU between the City and the PSA with respect to the two-tier salary <br /> plan and modifications to the Exit Incentive Program (EIP). <br /> BACKGROUND <br /> On July 9, 2012, Police Chief JR Gamez presented a conceptual plan to restructure the <br /> Police Department to the City Council. The restructure is essential in order to better <br /> align the department's resources with the needs of the community and strategic goals of <br /> the City. The proposed new structure would add the position of Deputy Police Chief <br /> (new classification), reduce the number of Police Captains from three (3) to two (2), add <br /> four (4) Police Lieutenants (new classification), and reduce the number of Sergeants <br /> from 14 to 12. The number of Police Officers would remain the same at seventy-two <br /> (72). Benefits of the new structure include dedicated management over a youth <br /> initiatives division, increased capacity for Police Sergeants to focus on field supervision <br /> and community policing, increased capacity for administrative oversight and public <br /> relations functions of the Police Chief, and increased departmental competitiveness for <br /> grant funding. <br /> On July 9, Council approved the Police Lieutenant classification and corresponding <br /> salary range to be implemented as a part of the new structure. At that time, the City was <br /> engaged in negotiations with PSA other proposed changes to the classification and <br /> modifications to the salary plan resulting from such changes.
