Amendments to the classification and salary plan for the position of Police <br /> Captain. <br /> 3. Creation of a two-tier salary plan for Police Lieutenant, Police Sergeant, and <br /> Police Captain. <br /> 4. Modify the EIP for Tier 1 Sergeants. <br /> ANALYSIS <br /> The Department of Human Resources and PSA have met and conferred on multiple <br /> occasions to develop a two tier salary plan for existing sergeants as well as prospective <br /> lieutenants joining the police department. Furthermore, the PSA has met and conferred <br /> with the department of human resources and its membership to reach agreement on a <br /> modified EIP to facilitate the elimination of two existing sergeant positions without the <br /> need to engage in a layoff process. The modified EIP will also facilitate a timely <br /> transition to tier 2 salaries in order to mitigate ongoing costs. The addition of the Deputy <br /> Police Chief classification will provide essential administrative support to the police chief <br /> and expand opportunities for the police department to directly and engage with the <br /> community at large. <br /> Creation of the Deputy Police Chief position is essential for the overall vision and goals <br /> the Police Chief has for the Department. The Deputy Police Chief will be responsible <br /> for the direct supervision and coordination of activities of the two divisions of the Police <br /> Department. In addition to providing much needed administrative assistance, the <br /> Deputy Police Chief will serve as the Police Chief in his or her absence. The Deputy <br /> Police Chief will provide complex professional and administrative support to the Police <br /> Chief through the coordination of activities of the two police divisions, and direct <br /> supervision of subordinate sworn and non-sworn staff. The proposed salary range is <br /> set forth in the table provided below. <br /> Minor revisions to the Police Captain classification and salary are proposed in <br /> consideration of the establishment of the Deputy Police Chief classification. Police <br /> Captains will no longer function as the assistant to the Police Chief, and will not serve <br /> as the Police Chief in his or her absence. <br /> Historically, adjustments were made to the Police Sergeants salary survey to account <br /> for the fact that the Police Department does not have a Police Lieutenant level, and <br /> Police Sergeants have assumed Lieutenant-level responsibilities. In order to facilitate <br /> the addition of the Police Lieutenant classification in an equitable and fiscally sound <br /> manner, the City met and conferred with the PSA over the creation two-tiered salary <br /> plan. The creation of a two-tiered salary plan was necessary in order to establish more <br /> appropriate salary ranges for the classifications of Police Lieutenant and Police <br /> Sergeant.
