Amendments to the classification and salary plan for the position of Police
Captain.
3. Creation of a two-tier salary plan for Police Lieutenant, Police Sergeant, and
Police Captain.
4. Modify the EIP for Tier 1 Sergeants.
ANALYSIS
The Department of Human Resources and PSA have met and conferred on multiple
occasions to develop a two tier salary plan for existing sergeants as well as prospective
lieutenants joining the police department. Furthermore, the PSA has met and conferred
with the department of human resources and its membership to reach agreement on a
modified EIP to facilitate the elimination of two existing sergeant positions without the
need to engage in a layoff process. The modified EIP will also facilitate a timely
transition to tier 2 salaries in order to mitigate ongoing costs.
