6.4.F. - Page 3
compensate for the Lieutenant-level responsibilities they have performed, it is
necessary to create a second salary tier in order to compensate incoming Police
Sergeants at salary levels that no longer reflect those additional responsibilities.
However, consideration was necessary for current employees working in the
classification of Police Sergeant. As a result of the addition of the Police Lieutenant
classification, and adjustments to the Police Sergeant salary schedule, some current
employees would otherwise see a reduction in salary. Thus, the proposed two-tier
salary plan would not result in loss of pay for current employees in the Police Sergeant
classification, nor would in result in loss of pay for employees who promote to the
classifications of Police Sergeant or Police Lieutenant. All newly hired Police Sergeants
and Police Lieutenants will be compensated pursuant to the second tier set forth below.
The proposed salary structure is as follows:
RANK Tier 1 (Current) monthly Tier 2 monthly
Police Officer $9,603 No Change
Police Sergeant $12,735 $10,803
Police Lieutenant $14,609 $12,147
Police Captain $16,1036 $14,182
Deputy Police Chief N/A $15,600
Police Chief $18,353 No Change
The salary rate listed above does not reflect the 3% sa/ary increase currently scheduled
for September 10, 2012 for Police Sergeants and Police Lieutenants pursuant to the
terms of the existing MOU.
The transition from tier 1 salaries to tier 2 salaries will proceed as follows: Any
employee in the Police Sergeant rank on or before July 1, 2012, who shall be
considered tier 1, will continue to receive the same pay raises as provided in the current
Memorandum of Understanding. Those employees would receive any across-the-board
increases pursuant to the current MOU until July 1, 2015. Any employee promoted to
the rank of Police Sergeant after July 1, 2012, shall be considered tier 2. The second
tier will receive all increases in compensation in accordance with the current MOU. After
July 1, 2015 all monetary compensation for the first tier would be frozen until such time
that the salary of second tier Sergeants, as set forth above, catches up to the first tier.
A first tier Sergeant who promotes to Lieutenant at a later time will receive the same
salary as other first tier Lieutenants. Tier 1 Sergeants promoted to Lieutenant will be
placed in the first tier at a monthly rate of $14,609 ($84.28 hourly). First Tier
Lieutenants would receive any across-the-board increases until July 1, 2015. Any
current employees who currently make in excess of these amounts, will continue at their
current rate of compensation and receive raises pursuant to the terms of the current
MOU. First Tier Lieutenants would be ineligible for duty differentials, with the exception
