Waive First Reading and Introduce an Ordinance to Amend Sections 5.1 and 5.80 of the Redwood City Code. 2. Set Public Hearing on Second Reading and Adoption of Ordinance for September 24, 2012. BACKGROUND Redwood City's agreement with San Mateo County for animal control services (as amended and approved by the City Council on June 27, 2011) is in effect through June 30, 2015. Licensing and other animal control fees are set and collected by the County, as a means of cost recovery for this mandated program. Through an annual billing process each of the cities in the County is billed a proportionate amount of the difference between the fee revenue and the cost of the program, based on each individual city's use of the animal control services. Animal control and licensing fees have not increased since 2003, while during that time the program has seen substantial increases in field service and sheltering costs. A sub- committee with representation from the cities participated in a fee review process, which included a comparison of animal control and licensing fees with over 20 neighboring city and county jurisdictions. The sub-committee prepared a recommended revised fee schedule to set San Mateo County animal control and licensing fees commensurate with comparable jurisdictions, and help to relieve the cities and County of some of the program's financial burden while maintaining acceptable levels of service. The fees do not exceed cost recovery for the various animal control programs. The revised fee schedule was approved as an ordinance amendment by the San Mateo County Board of Supervisors on July 24t", 2012, and will be effective on October 1, 2012. State law requires a special procedure for an ordinance which adopts another ordinance by reference. For this reason, the council is required, at introduction (first reading) to also set the date for a public hearing to be held at the same meeting as adoption.
