ANALYSIS At the increased level, animal control and licensing fees are expected to generate county-wide revenue of approximately $630,000 for FY 2012-13 (an increase of approximately $386,000). Redwood City's portion of that revenue increase is estimated at $50,000, and will offset the City's FY 2012-13 anticipated payment by that amount. The cities contracting with the County for animal control services must maintain the same animal control and licensing program fee structure as the County. To accomplish this, Redwood City's Municipal Code Sections 5.1 and 5.80 must be amended to reflect the changes in the County's ordinance. Another sub-committee comprised of representatives of the County and the cities has been exploring the availability of alternative approaches to providing animal control services. To date, no viable alternatives have been discerned which would provide the county-wide level of service required. Redwood City staff is exploring possible alternatives as a single jurisdiction, and has initiated preliminary, informal discussions with several service providers in Santa Clara County. ALTERNATIVES Section B.1 of the City's agreement with San Mateo County for animal control services requires the City to maintain the same animal control licensing and fee structure as the County; therefore there is no alternative to the recommended action. FISCAL IMPACT It's estimated that Redwood City will be able to offset its annual costs for Animal Control Services by an amount up to $50,000 in additional revenue from the increased fees.
