8.A. - Page 97 �_ The City of Redwaod City is the lead agency under CEQA for preparing th� Final EIR, and the City Council is the final decision-making authority with regard to approval of the Finger A�enue Project as defined in sec#ion 1535G of the CEQA Guidelin�s. 3. The City Council finds that the Final EIR for the Project was presented tv the City Council, that the Final EIR was prepared, published, circulated, reviewed and campleted in fuil camplianc� with State law and CEQA Guidelines, that there was adequate public review of the Draft EIR, that it has considered all comments on the Draft EIR and responses ta comments, that the Fi�al EIR adec{uately discusses all sigr�i#icant �nvironmental� issues, and that the Final EIR reflects the independent ju�gment and analysis af the City Council. 4. The City Council has reviewed and considered the information co�tained in the Final EIR priar to taking action on the proposed Finger Avenue Project. 5. The information added in the Final EIR does nat canstitut� significant new information requiring recirculatian of the Draft EIR, but rather #hat additianal information clarifies or amplifies an aiready ad�quate EIR. fi. Pursuant to CEQA section 21081 and CEQA Guidelines sectian 15091, and in support of its appro�al of the Praject, the City Council has reviewed and considered the C�QA Findings of Fact fflr the Project, attached hereto as Exhibit A and incorporated herein by reference, and hereby adopts the attached C�QA Findings of Fact. 7. Pursuant ta California Public Reso�rces Code section 21081 and the CEQA Guidelines section 15091(a){1}, the City Cauncil hereby finds that changes ar alterations have been required in, or incorparated into, the Project which avoid or substantially lessen the ProjecYs potentially significant environmental effects as identified in the Final EfR, such that t�e Project, as approved, will not have any significant environmental effects. S. Pursuant ta C�QA section 21081.6 and CEQA Guidelines sections 15491(d) and 15097, and in support of its approval of the Project, the City Council hereby adopts the Mitigation Monitoring and Reporting Pragram attached here#a as Exhibit B and incorporated herein by reference, to require ail mitigation measUr�s described in the Final EIR be implemented by means of Project conditions, agreements, or other measures. 9. The City Council finds the benefits of the Praject are as follows: a. The Praject provides a high quality, single-family residential in-fi�l housing project. b. The project would increase available hausing near transit, services and existing jobs, potentiafly red�cing overall vehicle miles traveled by residents and wori�ers.
