MINUTE ORDER 12-138 <br /> One Council Member said that regarding the opening on the Senior Affairs he would like <br /> to make it available to any others who were interviewed but were not appointed. The <br /> Mayor invited all to contact her if they are interested in other seats, she welcomes the <br /> interest and asks that applicants contact the City Clerk Department. Another Council <br /> Member noted that there is fluctuation on seats so applicants should not get <br /> discouraged. <br /> B. Inner Harbor Study Session <br /> Recommendation <br /> Provide direction to staff regarding community engagement and stakeholder <br /> groups for the development of an Inner Harbor Precise Plan. <br /> Mr. Ekern, Community Development Director, thanked the Council for the opportunity <br /> tonight to set the public process. He thanked the community members present. He then <br /> introduced Kip Harkness, the facilitator, who was going to assist the Council in <br /> delineating a public process that will eventually lead to a Precise Plan. <br /> Mr. Harkness, addressed the Council by asking a key question which is how to create a <br /> visioning process leading to two deliverables a Precise Plan and an Environmental <br /> Impact Report. He noted that his goal is to elicit Council's ideas on how to do this and <br /> who are the primary and key stakeholders to be involved in this process. Mr. Harkness <br /> focused on "Why" the development of the Inner Harbor is so important. Various Council <br /> Members provided their perspectives noting this is an area of opportunity and it is the <br /> city's role to assist with the visioning of the community to come alive, and to clarify what <br /> should be done in certain areas. The community and Council sets the framework for the <br /> development. Another Council Member wanted this process to enable crystallizing the <br /> vision and the fact that the waterfront has been neglected and needs attention. <br /> One Council Member noted that the Preserve at Redwood Shores is a prime example of <br /> a process that entailed identifying stakeholders, concerns and reaching a resolution that <br /> enabled dialogue and different perspectives. The facilitator surmised that a Precise <br /> Plan provides clarity to the developer, property owners and the community. Another <br /> Council Member said that the city owns a large piece of this area, with multiple private <br /> owners and this is a great time to address this area. Vice Mayor Gee said this is an <br /> opportunity to celebrate the diversity of uses possible there and he wants to celebrate <br /> the possibilities around being on the bay. He sees this as an opportunity to provide a <br /> vision for future development. Mayor Aguirre said the waterway is a great gem and this <br /> is a great opportunity and a great responsibility. Mayor Aguirre reported that last <br /> January she was at the Mayor's Design Institute in Texas and she presented on this <br /> topic. There was great excitement about the options. <br /> Mr. Harkness spoke about both "How" and "Who" should be included in the Inner <br /> Harbor Precise Plan. He elicited input from Council on how this should be created and <br /> one Council Member said that she needed to start with "Who".
