09/10/2012 <br /> Historic Projects are applications for a project on a site with a historic resource as <br /> identified on the Historic Resources Preservation Map in Section 2.1. <br /> a. Project Approval Authority. Project approval shall be granted by the <br /> Planning Commission based on the level of compliance with the <br /> applicable DTPP standards and guidelines. The Planning Commission <br /> shall hold at least one Public Hearing on the application. Legal notice <br /> of the Public Hearing shall be given as provided in Article 49 of the <br /> Zoning Ordinance. The Planning Commission's decision is final unless <br /> appealed to the City Council by an aggrieved person or party, or <br /> "Called Up" by the City Council. <br /> • Standards and Guidelines Compliance. The �#€� <br /> �,��es�er��°���Planning Manager/Designee shall review the <br /> project application for conformance to the Precise Plan and shall <br /> recommend that the Planning Commission grant approval to <br /> projects which he/she deems to comply fully with all applicable <br /> standards and guidelines. The �u�n 1 �11'�/��A�"II I�CIA�10� p�anning <br /> Manager/Designee shall also forward the project application to the <br /> Historic Resources Advisory Committee (HRAC), which shall review <br /> the project application for conformance to the applicable Historic <br /> Resource Preservation standards and guidelines per the Historic <br /> Resources Preservation Chart in Section 2.1 of the Precise Plan <br /> and shall recommend that the Planning Commission grant approval <br /> to projects which they deem to comply fully with those standards <br /> and guidelines. The Planning Commission will evaluate the HRAC <br /> and staff recommendations in making a decision on the project. <br /> • Standards Compliance Only. For projects which the �I-€9 <br /> 1 Ilr�n+nr�n�C�ryn�� planning Manager/Designee deems to conform <br /> with the standards, but not the guidelines, in addition to seeking a <br /> recommendation to the Planning Commission from the HRAC as <br /> described above, the n;^�esrt�r��;--rz����� �^mm;++pp_�Q,R('1 <br /> .... �, .�o� <br /> Architectural Advisory Committee (AAC) or successor <br /> committee shall make a recommendation to the �#€9 <br /> ^��„�s�e��es+g�e—Planning Manager/Designee on the <br /> acceptability of the aspects of the project which do not conform with <br /> the guidelines. Considering the HRAC's and A�SAAC's input, and <br /> considering whether the aspects of the application which do not <br /> conform to the guidelines nonetheless adequately promote the <br /> overall intent of the DTPP, the �u�n 1 IIY�/��'AYII ,OL�IAY1�� p�anning <br /> Manager/Designee shall make a staff recommendation of the <br /> project to the Planning Commission.
