The reduced <br /> setbacks for these smaller residential structures would also help <br /> to minimize the use of the setback areas for outside storage. <br /> (c) The City Council hereby finds that the proposed development, <br /> including the proposed modifications to Article 5 and Article 32, Section <br /> 32.2, zoning standards described above, will provide an environment <br /> of physical and functional desirability, in harmony with the character of <br /> the surrounding neighborhood, as required by Zoning Ordinance <br /> Article 46. <br /> Section 4. Exception to Private Roadway Engineering Standard: The City <br /> Council finds that: <br /> (a) Municipal Code Chapter 30 (Subdivisions) Section 30.118 B allows <br /> roadway width exceptions if a Planned Development (PD) Permit has <br /> been approved or if the exception is in the public interest. <br /> (b) The City's Plan Review Committee (including Fire and Traffic <br /> Engineering staf� has determined that the proposed roadway meets <br /> emergency vehicle (public safety) access and general circulation <br /> needs of the project. The City Traffic Engineer has also reviewed the <br /> RKH Engineers and Fehr & Peers traffic reports and memos (Finger <br /> Draft EIR Appendix G) and agrees that the proposed 22 foot wide <br /> private roadway will meet necessary access and circulation needs of <br /> the project. <br /> (c) The roadway is not necessary for neighborhood or general citywide <br /> circulation needs; rather it is a private roadway intended to serve only <br /> nine property owners and their guests. The roadway is thus considered <br /> proportionally sized to this small nine unit infill development. By <br /> contrast, most Redwood Shores projects have 25 foot wide, two-way <br /> private roadways because they serve as a network of neighborhood <br /> streets for larger developments that generate greater vehicle demand/ <br /> traffic volumes. <br /> (d) The City Council hereby finds, as required by Municipal Code Chapter <br /> 30 (Subdivisions), Section 30.118 B, that the requested roadway width <br /> Exception is granted as part of the City Council's approval of the <br /> requested Planned Development (PD) Permit, and that the Exception <br /> is in the public interest as it is consistent with regional and community <br /> plans/polices outlined in the Finger Project Draft EIR, pages 173-179. <br /> ATTY/RES0.2784/FINGER RESO APPROVING PD FINAL RESO.#15218 <br /> REV:08-31-12 VR MUFF#613 <br /> Page 7 of 20 <br />
