09/10/2012 <br /> the "Project with 25 Foot Creek Setback Alternative", the Lot 3 residence, which <br /> previously required an exception to allow 40.9% (55 sq. ft.) lot coverage where <br /> 40% lot coverage is the standard per Zoning Ordinance Article 5, Section 5.8, <br /> would also no longer need an exception to the City's lot coverage standard. The <br /> recommended Project Alternative would thus only require exceptions to lot size <br /> for sloping lots, building setbacks and to the City's private roadway engineering <br /> standard. <br /> WHEREAS, a notice of the City Council's public hearing on the Finger <br /> Avenue Project, including the Final EIR, was mailed on June 27, 2012 and duly <br /> published in the Redwood City Daily News on June 29, 2012, and the City <br /> Council held a public hearing on the Finger Avenue Project on July 9, 2012, in <br /> accordance with all applicable requirements of the State Planning and Zoning <br /> Law and the Redwood City Zoning Ordinance, to consider Planned Development <br /> Permit Application No. PD2008-06 and Vesting Tentative Map Application No. <br /> TM2008-08, and received and considered oral and documentary evidence on the <br /> application; and <br /> WHEREAS, on July 9, 2012, the City Council continued the public hearing <br /> to a date certain (September 10, 2012) and directed the Developer and the <br /> neighborhood groups to try to find an equitable solution, with the assistance of <br /> the City Manager and Community Development Director; and <br /> WHEREAS, on September 10, 2012, the City Council held the continued <br /> public hearing and certified the Final EIR prepared by the City in accordance <br /> with the requirements of CEQA and, based on the EIR, adopted a Mitigation <br /> Monitoring and Reporting Program in compliance with all CEQA requirements; <br /> and <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br /> THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> Section 1. The City Council finds that the above recitals are <br /> accurate and constitute findings in this matter and, together with the complete <br /> record of proceedings for the Final EIR and the Project, which includes without <br /> limitation all Staff Reports and application materials, including the Final EIR, <br /> development plan, vesting tentative map, and all other documents, reports, <br /> studies, memoranda, maps, oral and written testimony, and materials in the <br /> City's file for the applications and the Project, and all adopted City planning <br /> documents relating to the Project and the property including the City's General <br /> Plan, Municipal Code, Zoning Ordinance, and other applicable City laws and <br /> regulations, and all associated approved and certified environmental documents, <br /> served as an adequate and appropriate evidentiary basis for the findings and <br /> actions set forth in this Resolution. <br /> ATTY/RES0.2785/FINGER RESO APPROVING VTM FINAL RESO.#15219 <br /> REV:08-31012 VR MUFF#613 <br /> Page 2 of 19 <br />
