09/10/2012 <br /> 1. Municipal Code Chapter 30 (Subdivisions) Section 30.118 B allows <br /> exceptions to street width requirements if a Planned Development <br /> (PD) Permit has been approved or if the exception is in the public <br /> interest. <br /> 2. A Planned Development (PD) Permit has been approved for the <br /> Project, thereby allowing for an exception to the otherwise <br /> applicable street width requirement for the Project's private <br /> roadway. <br /> 3. The proposed private roadway meets emergency vehicle (public <br /> safety) access and general circulation needs of the Project. The <br /> City Traffic Engineer has also reviewed the RKH Engineers and <br /> Fehr & Peers traffic reports and memos (Finger Draft EIR Appendix <br /> G) and agrees that the proposed 22 foot wide private roadway will <br /> meet necessary access and circulation needs of the Project. <br /> 4. The roadway is not necessary for neighborhood or general citywide <br /> circulation needs; rather it is a private roadway intended to serve <br /> only nine property owners and their guests. The roadway is thus <br /> considered proportionally sized to this small nine unit infill <br /> development. By contrast, most Redwood Shores Projects have 25 <br /> foot wide, two-way private roadways because they serve as a <br /> network of neighborhood streets for larger developments that <br /> generate greater vehicle demand/traffic volumes. <br /> 5. Based on all of the foregoing findings, it is in the public interest to <br /> grant an exception to the City's Private Roadway Engineering <br /> Standard that would otherwise apply to the Project to permit the 22- <br /> foot wide, one-way street with a four foot wide rolled curb/ paver <br /> pedestrian pathway raised 3 inches that is incorporated within the <br /> 22 foot dimension, as proposed by the Project, and such <br /> modification will be consistent with regional and community <br /> plans/polices outlined in the Finger Project Draft EIR, pages 173- <br /> 179. <br /> (b) The City's Private Roadway Engineering Standard, requiring a 25-foot <br /> wide, two-way roadway and 5-foot sidewalk, is not part of or required <br /> by Chapter 30 (Subdivisions) of the City's Municipal Code, and <br /> therefore, the City Council's determination to modify the Private <br /> Roadway Engineering Standard for the Project does not constitute an <br /> Exception to the requirements of Chapter 30, as provided by Section <br /> 30.69 of the Code.
