6.1.E. - Page 71 <br /> 3. CHANGES TO PROJ�CT. No changes in the Project described in <br /> this Agreement which is funded by the financial assistance provided under <br /> Paragraph 1 will b� made withaut t�e prior written consent of City. <br /> 4. PAYMENTS. Contractor will keep detailed and accurate records of <br /> all expenditures made and expenses incurred which ar� funded under this <br /> Agreernent. Payments af funds allocated pursuant to Paragraph 1 will be mad� <br /> to Cantractor on a reimbursemer�t basis as follows: (i) Contractar wili submit <br /> requests for payment to the City quarterly by the �5th day of the month <br /> electronicafly to the we�site speciffed by City's CDBGIHOME Program; (ii) all <br /> requests far payment will be accompanied by copies of original r�ceipts nr other <br /> proof af expenditures, and will disclose amounts of Project income, if any, <br /> generated �y user fees on a manthly basis; (iai} finaf payment r�quest must be <br /> submitted and recei�ed by the City no later than June 15, 2013; {i�) the Project <br /> income, if any, wifl be subtracted from corresponding requests far payment; and <br /> (�) Project incame, if applicable, will be ex�ended by Contractar prior to <br /> requesting reimbursements from City. <br /> 5. STANDARD OF S�RViCE. Contractor warrants to City that it will <br /> use and account for all funds provid�d hereunder strictly in accordance with <br /> standards governing the use af, and accountability for, funds held and disbursed <br /> in trust. T�e Proj�ct will conform to the highest standards pro�iding for proj�cts <br /> af similar or like nature in the San Francisco Bay Area. Contracfior will be <br /> responsible for, and hald City harmless from, any failure to adhere ta such <br /> standards. Contractor will verify ti�at all activities funded hereunder benefit only <br /> residents within City's corporate fim�ts. <br /> 6. QUARTERLY REPQRTS.
