6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 24, 2012 <br /> SUBJECT <br /> Award of Contract — 2012-2013 Watermain Replacement Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the 2012-2013 Watermain Replacement Project to Casey Construction, Inc. of <br /> Redwood City for their responsive and responsible low bid of $838,170.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded, not to exceed $921,987.00. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations for future Council <br /> consideration. The Water System Master Plan prioritized the system pipeline <br /> replacement into seven priorities or programs to improve the reliability of the system <br /> and provide improved fire protection. <br /> ANALYSIS <br /> The 2012-2013 Watermain Replacement Project will replace priority one water mains, <br /> which are generally water mains 4-inches in diameter or smaller, as well as water mains <br /> that are greater than 4-inches in diameter and have had at least four leaks in the past <br /> seven years. The project scope of work includes replacing approximately 4,900 linear <br /> feet of deteriorated cast iron water pipeline (distribution and transmission systems) with <br /> more durable 8-inch PVC pipes. One hundred sixty seven lateral service connections <br /> and four existing fire hydrants will be replaced. New fire hydrants will be installed at <br /> locations recommended by the Redwood City Fire Department. Please see attached <br /> project location map. <br /> The four bids received at the bid opening on August 29, 2012, are summarized in the <br /> table below. <br />
