Woods Construction, Inc. — San Francisco 888,000.00 <br /> J & M, Inc. - Livermore 1,043,630.00 <br /> Pacific Underground Construction, Inc. — San Jose 1,057,950.00 <br /> Engineer's Estimate $935,000.00 <br /> Recommended Bidder: Casey Construction, Inc. <br /> Substantiation: Casey Construction, Inc. is the lowest responsive and responsible <br /> bidder. <br /> The low bid of $838,170 submitted by Casey Construction, Inc. is 10.3% lower than the <br /> engineer's estimate of $935,000. Casey Construction, Inc. has successfully completed <br /> similar projects in the past and is a qualified contractor. Based on the bids received, <br /> staff believes that the low bid is reasonable and recommends awarding the contract to <br /> Casey Construction, Inc. <br /> Construction is expected to begin in October 2012, and conclude in February 2013 <br /> calendar days. The city will provide notice to all residents and businesses that might be <br /> affected by the construction. Additionally, the contractor is obligated to notice area <br /> residents and businesses two weeks prior to the start of work on each street and/or two <br /> days prior to any interruption of water service. Signage that contains project information <br /> will be posted at the construction sites and construction updates will be available on the <br /> city's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> this project. Continued deterioration of the watermain in the project area will increase <br /> replacement costs and may result in pipe breakages that could interrupt service, <br /> damage roadways and/or private property. <br />
