6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 24, 2012 <br /> SUBJECT <br /> Award of Contract — Bair Island Bay Trail Improvement Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the Bair Island Bay Trail Improvement Project to Applied Water Resources <br /> Corporation of Walnut Creek, for their responsive and responsible low bid of <br /> $243,962.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> The Bair Island Bay Trail Improvement project consists of improvements to an existing <br /> dirt trail between the eastern end terminus of Whipple Avenue and Bair Island Road. <br /> The proposed project paves the trail with asphalt concrete and designates it a Class I <br /> bicycle and pedestrian path. <br /> ANALYSIS <br /> This section of trail in its current unimproved condition prevents easy navigation by <br /> pedestrians and bicyclists. Improvements to this trail section create a continuous public <br /> use route between Coyote Point in Burlingame and Bair Island Road. Please see the <br /> attached project location map. <br /> The trail is located within jurisdiction of the San Francisco Bay Conservation and <br /> Development Commission (BCDC) on land owned by PG&E. The city has received <br /> BCDC Permit 2012.003 for this project, obtained the property rights from PG&E to <br /> construct and maintain trail improvements, and secured a public access easement over <br /> the trail. <br /> A federal grant totaling $337,000 was awarded to the city for the work of this specific <br /> project as a result of staff's timely application for Congestion Mitigation & Air Quality <br /> Improvement Program (CMAQ) funds. <br /> Five (5) bids were received for the Bair Island Bay Trail Improvement Project on August <br /> 30, 2012, and are summarized in the table below. <br />
