The bid of $243,962 from Applied Water Resources Corporation is 1.7% higher than the engineer's estimate of $240,000 for the cost of construction. Based upon the bids received, staff believes that the low bid of $243,962 is reasonable and recommends awarding the contract to Applied Water Resources Corporation. Time is of the essence in awarding this contract and completing the construction work because of the environmental constraints of working near the Bay. Wildlife habitat and other seasonal restrictions limit the timeframe in which the work can be done. ALTERNATIVES Council may choose not to award the contract which could result in the forfeiture of CMAQ federal grant funding. FISCAL IMPACT Staff has secured $337,000.00 in grant funds for this project from CMAQ and staff will initiate a budget amendment request. ENVIRONMENTAL REVIEW As the lead agency under CEQA, City of Redwood City has determined that the Bair Island Bay Trail Improvement Project meets the CEQA exemption criteria as set forth in Section 15301(c), "Existing Facilities". As the lead agency under the National Environmental Policy Act (NEPA), Caltrans has determined that the project meets the NEPA exclusion criteria as set forth in Section 771.117(c)(3), "Construction of Bicycle Facilities". Furthermore, this project has been designed complaint with the city's Engineering Standards and accepted practices.
