6.1.D. - Page 2 <br /> Bidder Bid Amount <br /> Applied Water Resources Corporation —Walnut Creek $243,962.00 <br /> GradeTech, Inc. —San Ramon 248,295.00 <br /> Redwood Engineering Construction — Redwood City 258,700.00 <br /> Evans Brothers, Inc. — Livermore 259,864.00 <br /> O'Grady Paving, Inc. — Mountain View 411,610.00 <br /> Engineer's Estimate $240,000.00 <br /> Recommended Bidder: Applied Water Resources Corporation <br /> Substantiation: Applied Water Resources Corporation is the lowest responsive <br /> and responsible bidder. <br /> The bid of $243,962 from Applied Water Resources Corporation is 1.7% higher than the <br /> engineer's estimate of $240,000 for the cost of construction. Based upon the bids <br /> received, staff believes that the low bid of $243,962 is reasonable and recommends <br /> awarding the contract to Applied Water Resources Corporation. <br /> Time is of the essence in awarding this contract and completing the construction work <br /> because of the environmental constraints of working near the Bay. Wildlife habitat and <br /> other seasonal restrictions limit the timeframe in which the work can be done. <br /> ALTERNATIVES <br /> Council may choose not to award the contract which could result in the forfeiture of <br /> CMAQ federal grant funding. <br /> FISCAL IMPACT <br /> Staff has secured $337,000.00 in grant funds for this project from CMAQ and staff will <br /> initiate a budget amendment request. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency under CEQA, City of Redwood City has determined that the Bair <br /> Island Bay Trail Improvement Project meets the CEQA exemption criteria as set forth in <br /> Section 15301(c), "Existing Facilities". As the lead agency under the National <br /> Environmental Policy Act (NEPA), Caltrans has determined that the project meets the <br /> NEPA exclusion criteria as set forth in Section 771.117(c)(3), "Construction of Bicycle <br /> Facilities". Furthermore, this project has been designed complaint with the city's <br /> Engineering Standards and accepted practices. <br />
