6.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 24, 2012 <br /> SUBJECT <br /> Fiscal Year 2012-2013 Community Development Block Grant (CDBG) and Human <br /> Services Financial Assistance (HSFA) Program Funding Agreements <br /> RECOMMENDATION <br /> By motion, approve 13 CDBG and 7 HSFA funding agreements with non-profit <br /> organizations and authorize the City Manager, or his designee, to execute the <br /> agreements to allow disbursement of CDBG and HSFA funds for Fiscal Year 2012- <br /> 2013. <br /> BACKGROUND <br /> On May 2, 2011, the City Council approved the Fiscal Year 2012-2013 Annual Action <br /> Plan, the third Action Plan of the City's five-year Consolidated Plan for 2010-2015. The <br /> Action Plan identifies all sources of funding and specific activities recommended for <br /> CDBG funding that meet the strategic objectives and quantitative performance goals of <br /> the Consolidated Plan. <br /> ANALYSIS <br /> The CDBG funding agreements included in this report are for non-profits identified in the <br /> FY 2012-13 Action Plan that will provide various programs and activities for Redwood <br /> City residents including affordable housing, homeless and human services, and non- <br /> housing community development needs including economic development. The specific <br /> list of the non-profit organizations and the amount funded is attached to this report. <br /> As part of the FY 2011-2012 budget deliberations, the City Council decided to fund the <br /> HSFA Program in the amounts of $117,511 for FY 2011-2012 and $58,756 for FY 2012- <br /> 2013. On June 18, 2012, the City Council approved funding recommendations for the <br /> HSFA programs and activities for FY 2012-2013 made by the Housing and Human <br /> Concerns Committee that also meet strategic objectives and quantitative performance <br /> goals of the Consolidated Plan. The specific list of the non-profit organizations and the <br /> amount funded is attached to this report. <br /> ALTERNATIVES <br /> The Council may choose to modify the recommendations and/or scopes of work of the <br /> agreements. <br />
