EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Consultant understands that in order to comply with grant funding conditions, environmental studies <br /> need to be completed to assess whether soil and groundwater below the property is chemically <br /> impacted. The Phase II ESA services described herein are being recommended as an initial phase of <br /> study. The need for subsequent studies will be based on the findings of these fields studies, and <br /> comments (if any) that may be provided by the local regulatory authority, San Mateo County <br /> Environmental Health Department (SMCEHD). The scope of initial Phase II ESA services is described <br /> below: <br /> Plannina, Permittinq and Field Work <br /> Consultant will complete a focused Phase II ESA investigation using standard industry practices, <br /> including utility clearance, City and County permits, sample collection, sample handling, and chemical <br /> analyses. For budgeting purposes consultant will assume that three borings/probes will be completed, <br /> with one of the locations being within the City of Redwood City Right-of-Way. Drilling within the Right- <br /> Of-Way will require posting of a bond and completion of an engineering permit application, in addition <br /> to San Mateo County environmental permit requirements. <br /> Prior to submitting permit applications Consultant will conduct a site visit to observe for obvious utility <br /> and use restrictions within the proposed boring locations. Consultant will retain the services of a utility <br /> locator to screen the areas where borings may be placed to assist in location selection. The consultant <br /> will also contact the City of Redwood City for information regarding known utilities in the area of the <br /> work. Consultant will then prepare permit application packages and submit them with required initial <br /> fees. <br /> Once the permits are approved Consultant will retain the services of a licensed drilling contractor to <br /> advance the three probes. If concrete coring is required consultant will also retain the services of a <br /> coring contractor to complete the pre-drilling of the probe holes. Groundwater is expected to be <br /> shallow at the site, and as such consultant will extend the probes to a depth of about 15 feet below <br /> ground surface (bgs) to facilitate collection of both soil and grab groundwater samples. <br /> Soil samples will be collected continuously in the probes to evaluate subsurface conditions. <br /> Consultant's field staff will screen soil samples with a photo-ionization detector, an instrument that <br /> detects the presence of organic vapors such as petroleum hydrocarbons and volatile organic <br /> compounds (VOCs), and log each boring in accordance with the Unified Soil Classification System <br /> (USCS). Selected soil samples from each probe will be retained for chemical testing. Upon completion <br /> of soil sampling, 1-inch diameter slotted PVC well casing will be installed in each probe holes to <br /> facilitate groundwater sampling. Groundwater samples will be decanted from pre-cleaned bailers into <br /> laboratory prepared containers. Soil and groundwater samples will be labeled and stored in a chilled <br /> ice chest, and will be transported under chain-of-custody documentation to a state-certified laboratory <br /> for testing. <br /> Upon completion of sampling, the probes will be sealed according to permit requirements and under <br /> the observation of SMCEHD. The City of Redwood City will also observe the backfill placement and <br /> sealing of the probe in the right-of-way.
