disposal as a non-hazardous waste. Consultant will use the results of chemical analyses to coordinate
disposal of the drummed waste.
Analytical Testinq Proqram
All chemical testing will be competed using standard 7 to 10 day turnaround time. If needed, quicker
turnaround can be arranged subject to a laboratory surcharge. Two soil samples and one grab
groundwater sample from each probe will be tested for some or all of the following:
Total Petroleum Hydrocarbons as gasoline (TPHg) and benzene, toluene, ethyl benzene,
and xylenes using EPA Test Method 8015m/8020/8260 (6 soil and 3 water samples),
Total Petroleum Hydrocarbons as diesel fuel (TPHd) and motor oil (TPHmo) using EPA
Test Method 8015m with silica gel cleanup (6 soil and 3 water samples),
VOCs using EPA Test Method 8260 (3 soil and 3 water samples), and
17 Title 22 heavy metals using EPA Test Method 6010/7471 (2 soil) and Total lead using
EPA Test Method 6010 (6 soil). For budgetary purposes, we have also assumed that
two samples may be tested for soluble metals using WET and TCLP methods.
Data Evaluation and Optional Sub-Slab Samplinq
Data will be tabulated and compared to environmental screening criteria to assess whether there is a
potential for risks to be posed to property users. Potential vapor intrusion risks to site users due to
positively detected volatile organic compounds will be assessed by conducting a Tier II data evaluation
using risk modeling software developed by Johnson and Ettinger, as modified by the California
Environmental Protection Agency (CaIEPA). In the event that a vapor intrusion risk is posed consultant
will contact you to determine whether additional field data needs to be collected prior to preparing our
investigation report. Subsequent studies may involve collection of vapor samples from below the
existing building slab and conducting additional Tier II data evaluations.
Reportinq
Results of consultanYs inquiries regarding utility alignments, consultant's current review of
environmental data presented on GeoTracker and Envirostor databases, field observations, results of
chemical analyses, and Tier II data evaluations will be summarized in a written report. The report will
include consultant's conclusions and recommendations regarding the regulatory status of the various
known and existing conditions in the area, and consultant's opinion regarding whether residual
contamination represents a potential risk to future site uses. Consultant will provide a draft of the
report to you for review and comment. Consultant will address your comments, and then issue a final
report for your use.
FEE AND SCHEDULE
Consultant will provide the services described herein on a time-and-materials basis in accordance with
the attached Fee Schedule for an estimated fee of$31,000, which includes $3,000 for City of Redwood
City permitting and fees. These fees are approximated as the City will not provide a cost estimate for
the fees until they are provided with a plan and application for the work. The attached table itemizes
our fee estimate for the tasks described above, and the optional tasks ($12,000) in the event that the
initial data shows a modeled potential vapor intrusion risk to site users.
Subject to permit approval and driller availability, consultant will complete the initial site work within
about 6 weeks of your authorization to proceed. Drilling and sampling operations will be completed
over a 1-day period; a second day would be needed if interior sub-slab samples are required.
ATTY/AGR/139/1306 MAIN STREET PHASE II ENVIRONMENTAL SITE ASSESSMENT
REV:09-07-12 VR
