EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Consultant shall perform the specific tasks described below: <br /> Task 1. Identification of Proiect Chanqes <br /> Consultant will review the 2003 EIR project to identify and itemize the specific <br /> differences, both quantitative and qualitative, between the current Pete's Harbor <br /> proposal and the previous Pete's Harbor component addressed in the City-certified <br /> 2003 EIR. We will also compare these changes to the total Marina Shores buildout <br /> potential analyzed in the 2003 EIR, the Peninsula Park buildout potential analyzed in <br /> the 2007 Addendum, and the actual One Marina project under construction on the <br /> Peninsula Park site. The CEQA findings for each of these interrelated development <br /> scenarios can be integrated as necessary to provide the content for Addendum No. 2. <br /> Task 2. Preparation of Administrative Draft EIR Addendum No. 2 <br /> The Administrative Draft Addendum No. 2 to the 2003 EIR will be prepared with text, <br /> illustrations, and comparative tables which clearly and concisely describe: (1) the project <br /> changes as described in Task 1; and (2) whether the certified 2003 EIR with <br /> modifications adequately addresses the current Pete's Harbor proposal or if there are <br /> substantive new impact concerns or mitigation needs not considered in the 2003 EIR. <br /> For each environmental topic considered in the 2003 EIR, Administrative Draft <br /> Addendum No. 2 will summarize how the project revisions, as well as any changes in <br /> environmental conditions since 2003, affect each impact and mitigation finding, and <br /> whether there are any new or substantially more severe impact or mitigation findings not <br /> considered in the 2003 EIR. Administrative Draft Addendum No. 2 will contain only the <br /> information necessary to make the 2003 EIR adequate for the project as revised; the <br /> Addendum will not be "padded"with unnecessary information. <br /> If the CEQA evaluation reveals a new significant environmental impact or a substantial <br /> increase in the severity of a previously identified significant impact, or if a new <br /> mitigation measure is identified which is considerably different from those identified in <br /> the 2003 EIR, Consultant will inform the City immediately to discuss how to proceed <br /> (e.g., Addendum with project modification, Mitigated Negative Declaration, <br /> Supplemental EIR). However, at this point and with all the information we have <br /> collected and discussed in consultation with City staff, an EIR Addendum is considered <br /> the appropriate CEQA document. <br /> Note that this proposal does not include a new shade and shadow technical study as <br /> suggested by the City's General Plan; the 2003 EIR does include a shade and shadow <br /> analysis for the previous, larger Pete's Harbor proposal.
